- Consultant fees paid to people already salaried by the organization or a partner
- Costs to prepare the proposal
- Entertainment, alcohol, fines, and penalties
- Costs before approval/signing or after the agreement ends

Processing and Agreement
- Applications are reviewed after submission and assessed for eligibility and merit.
- Funding decisions are expected within 16 weeks after the submission period closes.
- Applicants receive a confirmation of receipt after submission.
- If approved, an agreement must be in place before activities can begin.
