- Individuals representing local unincorporated community groups must have been in existence for at least one year prior to the date of application.
- Organizations must not be agencies, boards, or commissions of the federal or provincial governments, broader public service organizations, fundraising organizations that provide funding to others, for-profit organizations, private schools, politically related organizations, or organizations currently in default of a provincial government grant.
