Overview
Non-repayable funding of up to $2,000,000 supports projects that increase beverage container reuse and recycling in Québec. Eligible activities include establishing or expanding structured reuse networks, starting new facilities, increasing processing capacity, and improving the quality of output materials to meet buyer needs.
Activities funded
- Optimize, expand, or implement structured beverage container reuse networks (including reusable/refillable container systems)
- Start up new facilities for beverage container reuse, conditioning, or recycling
- Increase processing capacity of existing beverage container facilities
- Improve the quality of materials produced by existing facilities, aligned with buyer needs
- Perform reuse, conditioning or recycling operations such as sorting, washing/decontamination, crushing/micronization, plastic separation and granulation, pellet production, and transformation of multilayer, metal, or aluminum containers

Documents Needed
- Completed, dated and signed application form
- Financial aid calculator (including estimated quotes and key ratios from financial statements)
- Financial statements for the last two years (or forecast statements for a new business)
- Project manager CV and key team members’ CVs
- Lobbying activities declaration
Eligibility
- The applicant must be a legally constituted business or organization with a place of business in Québec.
- The applicant must carry out (or plan to carry out) beverage container reuse, conditioning, or recycling activities.
- The project must be carried out in Québec and align with program objectives (reuse, conditioning or recycling of beverage containers marketed and recovered in Québec).
- The application must include the required documents at submission.
- The applicant, partners and subcontractors (if any) must not be listed in the RENA (Register of Enterprises Ineligible for Public Contracts).

- Businesses and organizations involved in conditioning of beverage containers
- Businesses and organizations involved in recycling of beverage containers
Who is not eligible
- Applicants (and their partners or subcontractors) listed in the RENA (Register of Enterprises Ineligible for Public Contracts)
Eligible expenses
- Project labour (planning and implementation) directly involved (up to 25% of eligible expenses)
- Equipment purchases directly related to reuse, conditioning, or recycling
- Specialized subcontractors directly involved (e.g., specialized analyses, equipment installation)
- Construction or building modifications required to carry out the project (up to 25% of eligible expenses)
- Other costs deemed relevant by RECYC-QUÉBEC for project delivery
Ineligible Costs and Activities
- Expenses incurred before RECYC-QUÉBEC’s acknowledgement of receipt (except specific cases referenced in the program framework)
- Purchase of reverse vending machines (“gobeuses”) or other collection/recovery equipment (e.g., bins)
- Land purchase and related fees; rolling stock or material-handling equipment
- Office/administration costs, telecom, communications/promotional materials, legal and accounting fees
- GST/QST, in-kind contributions, certification/homologation costs (including ICI ON RECYCLE+), or expenses for activities outside Québec

- Relevance of the project to the program objective and goals
- Fit between identified issues and proposed solutions
- Clarity of objectives and likelihood of achieving them
- Demonstrated viability of supply sources and market outlets
- Project team expertise, project quality (schedule, risks and mitigation), cost justification, monitoring methodology, and financial viability of the applicant and project

Submit the request by email
Send all required documents by email to the address 2RCB@recyc-quebec.gouv.qc.ca.

Receive the acknowledgment of receipt
An acknowledgment of receipt will be sent to you within 5 working days following the receipt of your request.

Wait for the eligibility confirmation
After an initial review, you will be informed within 20 working days whether your project is deemed eligible.
Processing and Agreement
- An email acknowledgement of receipt is sent within 5 business days after RECYC-QUÉBEC receives the application.
- After an initial review, RECYC-QUÉBEC informs the applicant within 20 business days whether the project is eligible; only eligible projects proceed to analysis.
- An evaluation committee reviews complete files (and any answers to follow-up questions); a meeting or site visit may be held to obtain additional information.
- If selected, a financial assistance agreement is signed between the promoter and RECYC-QUÉBEC; payments may be withheld or cancelled if deliverables are unsatisfactory.
- RECYC-QUÉBEC performs an environmental compliance check with the MELCCFP and may refuse funding in cases of significant regulatory non-compliance.
Additional information
- Program open until the budget is exhausted or no later than February 28, 2025.
- Projects are generally analyzed on a first-come, eligibility-then-analysis basis; applications may be compared only if remaining funds are insufficient at the end of the program.
- RECYC-QUÉBEC may request monthly (and/or on request) data on quantities and prices of materials received/produced for the duration of the agreement.
- RECYC-QUÉBEC may use non-identifying information to promote best practices and successful cases.
