Eligibility

Who is eligible?

  • Applicants in property tax arrears
  • Applicants in default of a by-law
  • Applicants involved in ongoing litigation with the City

  • Planning fees related to zoning by-law amendments, site plan approval, minor variance, consent, part lot control exemption, and subdivision/condominium agreement
  • Building permit fees
  • Physical building improvements, renovations, retrofits, expansions, and accessibility upgrades
  • Facade and signage improvement costs

How to apply

  • Complete the Intent to Apply form during an intake period.
  • Eligible parties will be provided with the full CIP application to complete and submit with all of the required documentation.

Processing and Agreement

  • Intent to Apply forms are reviewed internally for basic eligibility.
  • Eligible applicants are invited to submit a full application.
  • City staff review the full application and may meet with the Review and Evaluation Committee.
  • Applicants receive the final decision within four weeks of the submission deadline.
  • Approved projects can begin only after official approval, and payment is made after completion and inspection.

  • Applicants must use the Intent to Apply form first.
  • Grant support is limited to one successful application per program per property during the plan’s life.
  • Projects must not start before official approval.
  • Funding is provided after the project is completed and inspected.
