Overview of the PRCCM – Stream 1 program

The PRCCM – Stream 1 provides up to $50 million annually to support the construction, improvement, and refurbishment of multi-use forest roads, bridges, and culverts on Quebec's public lands. Eligible activities include the development and maintenance of forest road infrastructure to ensure safety and support the forestry sector.

Financing terms and conditions

  • The annual budget for the program is $50 million, with 80% allocated to Stream 1 (regular works) and 20% to Stream 2 (strategic works).
  • For Stream 1, reimbursements for eligible activities are based on fixed rates according to the category and regional grouping, for example: for road construction, rates range from $23,500/km (classes 4 and 5, South region) up to $208,700/km (classes HN and 1, North-East region); for road improvement, rates range from $11,750/km to $104,350/km depending on class and region.
  • No additional cost overruns are permitted under Stream 1; reimbursements are strictly limited to the eligible calculated amounts.
  • For Stream 2, up to 90% of actual eligible costs may be reimbursed, based on submitted supporting documentation and not exceeding maximum amounts set by the Ministry.
  • Upon signing the agreement, an advance of 30% of the granted amount is provided; final disbursement is made after project completion and approval of required documentation.

Eligibility criteria of the PRCCM – Stream 1 program

  • The applicant must be a physical or legal person or business operating in the public forest domain who, under an agreement, is required to pay the applicable dues for volumes of wood harvested from public forests.
  • The project must involve construction, improvement, or rehabilitation of multi-use forest roads, bridges, or culverts as defined in the program guidelines.
  • All activities must be included in the annual programming (PRAN) or wood sales contracts managed by the Bureau de mise en marché des bois (BMMB).
  • The applicant must not be insolvent, bankrupt, or listed in the Register of Enterprises Ineligible for Public Contracts.

Who is not eligible

  • Individuals or organizations that are insolvent, bankrupt, or under bankruptcy or insolvency protection.
  • Entities listed in the Register of Enterprises Ineligible for Public Contracts (Registre des entreprises non admissibles aux contrats publics).
  • Applicants who have failed to fulfill obligations to the Ministry of Natural Resources and Forests following formal notice regarding previous financial aid within the last two years.

Eligible expenses

  • Labour costs directly related to construction, improvement, or rehabilitation work.
  • Costs of machinery and equipment use for the execution of eligible works.
  • Purchase and transport of materials—such as gravel or crushed stone—for road surface.
  • Disbursement and removal costs for non-merchantable standing timber.
  • Stump removal within the project site.
  • Earthworks including excavation, embankments, drainage, and construction of the infrastructure.
  • Creation and operation of borrow pits and gravel crushing.
  • Drilling and blasting required for construction works.
  • Installation, improvement, or replacement of culverts and related waste disposal.
  • Construction, improvement, or rehabilitation of bridges, including demolition and debris removal.
  • Waterway and ditch excavation or improvement outside normal roadside trenches.
  • Signage related to the works.
  • Project management and supervision fees (up to 3.5% of total project costs).
  • Professional fees for planning, design, and technical studies (up to 10% of total project costs).

How to apply to the PRCCM – Stream 1 program

  • Step 1: Review the Application GuideCarefully read the PRCCM Application Guide, which outlines eligible applicants, eligible activities, and all program requirements.
  • Step 2: Collect and Prepare Required DocumentationFor forest road projects: Prepare the shapefile (fichier de formes) of the completed forest roads.
  • Complete a project completion report (Excel and PDF versions), signed by a forest engineer.
  • For bridge and culvert projects: Prepare the shapefile of the bridges and culverts completed.
  • Complete the project completion report for bridges (Excel and PDF), signed by a forest engineer and an administrative officer (for Stream 2 projects).
  • Prepare a photographic report for bridges as required.
  • Provide final, signed, sealed, and dated plans and specifications for bridges, as well as for arch culverts, signed by an engineer or forest engineer.
  • Complete the load capacity assessment and posting notice for bridges, signed by an engineer or forest engineer.
  • Complete the wood utilization evaluation grid for bridges.
  • Step 3: Apply Digital File StandardsEnsure that all digital files follow the required data exchange standards for the PRCCM, as specified in the program documentation.
  • Step 4: Upload Documentation via FTP-PRCMTransmit all required documents and project data files via the FTP-PRCM site.
  • Respect the required data referencing template for forest domain projects.
  • Step 5: Submission Deadline and ComplianceSubmit all documentation no later than 90 days after completion of the works, and within the deadlines specified in your funding agreement or contract.
  • Ensure all submitted files and reports are digitally signed where required.
  • Step 6: Verification by the Funding OrganizationThe Ministry of Natural Resources and Forests will review your application and supporting documents for compliance and completeness.
  • The Ministry may carry out audits or on-site inspections as part of the assessment process.
  • Step 7: Receive PaymentIf your application is approved and all requirements are met, financial assistance will be provided according to the program’s payment terms.

Additional information

  • The program budget for 2023-2024 is set at $50 million.
  • If an organization provides false or inaccurate information, it may be excluded from the program for the following year.
  • The use of wood is encouraged in accordance with the "Charte du bois," aiming to increase wood use in construction and reduce greenhouse gas emissions.
  • Organizations with over 100 employees requesting more than $100,000 must have an equal access employment program or commit to implement one.
