Overview

The Poultry Biosecurity Preparedness Initiative provides cost-share funding of up to $100,000 per location to support non-supply-managed poultry and waterfowl operators in implementing biosecurity improvements and preventing the spread of highly pathogenic avian influenza (HPAI). Eligible activities include operational assessments, facility upgrades for disease prevention, purchase of specialized equipment, and training or planning related to biosecurity.

Financing terms and conditions

  • Reimbursement of up to 70% of eligible expenses incurred and paid, up to a maximum of $100,000 per location.
  • No single business may receive more than $500,000 in total funding.
  • In-kind contributions may be claimed up to a maximum of $2,000 in cost-share per location (up to $2,857.14 in total eligible in-kind expenses per location).

  • Enhancing biosecurity measures and protocols to prevent and control the spread of disease in non-supply managed poultry operations.
  • Conducting assessments, audits, and planning activities focused on biosecurity and animal welfare standards.

  • Establishing or upgrading isolation, segregation, or quarantine facilities for poultry health management.
  • Developing and adopting practices to manage deadstock and mitigate risks related to wildlife and pest intrusion.

Eligibility

  • The applicant must be part of Ontario's non-supply managed poultry value chain (producer, processor, or agri-business servicing non-supply managed poultry).
  • Producers must raise, own, or house a minimum 300-bird flock of non-supply managed poultry under a valid Farm Business Registration Number (FBRN) or allowable exemption.
  • Processor businesses must be directly involved in the slaughter of non-supply managed poultry and be registered under the federal Safe Food for Canadians Act or licensed under Ontario's Food Safety and Quality Act, 2001.
  • Agri-businesses must operate as a veterinary clinic, grading station, or hatchery (including balut) servicing non-supply managed poultry.
  • The business must have a valid and current Premises Identification (PID) Number for eligible locations and be in compliance with all legal requirements for the duration of the initiative.

Who is eligible?

  • Non-supply-managed poultry producers with flocks of more than 300 birds
  • Meat processors directly involved in the slaughter of non-supply-managed poultry
  • Agri-businesses servicing non-supply-managed poultry, such as veterinary clinics, grading stations, or hatcheries (including balut production)

Who is not eligible

  • Businesses that are regulated under quota by the supply managed system for poultry (including broiler chicken, turkey, table egg, and broiler breeder industries).
  • Companies that are not active participants in the non-supply managed poultry value chain.
  • Applicants whose expenses do not prevent or mitigate the likelihood of the introduction of highly pathogenic avian influenza (HPAI).

Eligible expenses

  • In-kind contributions, including existing staff labour and use of own equipment (up to a set limit per location).
  • Contract salaries, benefits, and per diem fees for external personnel not on the company’s staff.
  • Rental of facilities, equipment, or machinery (excluding for training, education, assessment, and planning activities).
  • Third-party education and training related to biosecurity and poultry welfare.
  • Operational assessments or audits by qualified third parties for biosecurity or animal welfare standards.
  • Services for preparing operational plans related to disease response and poultry care.
  • Defining site zones and controlled access points using signage, fencing, barriers, or landscaping.
  • Retrofit or construction to establish effective biosecurity transition areas or anterooms.
  • Modifications for improved traffic flow, access control (gates, fencing, security), and safe movement of poultry and staff.
  • Implementation of specialized cleaning and disinfecting equipment and systems.
  • Replacing interior surfaces with non-porous, washable materials.
  • Construction of wash bays or sanitation facilities for cleaning vehicles and equipment.
  • Installation of sanitation/shower facilities at high-risk access points.
  • Construction or modification of facilities for isolation, quarantine, or segregation of poultry.
  • Installation or repair of screens, curtains, and pest control devices to prevent wildlife and rodent intrusion.
  • Purchase of tools or equipment for poultry health monitoring and management.
  • Purchase or construction of deadstock management systems and associated storage or handling facilities.
  • Freezer or cooler systems for temporary deadstock storage.
  • Validated euthanasia equipment for humane poultry handling.

Fill out the application form carefully following the instructions provided.

Submit Completed Application

  • Email the completed application form to agpartnership@ontario.ca.
  • Ensure submission by the deadline of 11:59 p.m. on February 17th, 2023.

Confirm Acknowledgement

  • Receive an acknowledgement email with your file number within two business days of submission.
  • If no acknowledgement is received, contact OMAFRA at 1-877-424-1300.

Wait for Assessment

OMAFRA staff will review the application and inform applicants of the assessment outcome via email.

Additional information

  • Applicants can access only one funding source under the Canadian Agricultural Partnership for the same eligible expenses.
  • Any application must be completed using Adobe Acrobat Reader for compatibility and proper data retention.
  • Claims will be processed on a first-come, first-served basis, and incomplete claims will not hold funding in queue.
  • OMAFRA reserves the right to inspect and verify the costs and equipment associated with a claim.
