Who is eligible?

  • Non-supply-managed poultry producers with flocks of more than 300 birds
  • Meat processors directly involved in the slaughter of non-supply-managed poultry
  • Agri-businesses servicing non-supply-managed poultry, such as veterinary clinics, grading stations, or hatcheries (including balut production)

Who is not eligible

  • Businesses that are regulated under quota by the supply managed system for poultry (including broiler chicken, turkey, table egg, and broiler breeder industries).
  • Companies that are not active participants in the non-supply managed poultry value chain.
  • Applicants whose expenses do not prevent or mitigate the likelihood of the introduction of highly pathogenic avian influenza (HPAI).

Eligible expenses

  • In-kind contributions, including existing staff labour and use of own equipment (up to a set limit per location).
  • Contract salaries, benefits, and per diem fees for external personnel not on the company’s staff.
  • Rental of facilities, equipment, or machinery (excluding for training, education, assessment, and planning activities).
  • Third-party education and training related to biosecurity and poultry welfare.
  • Operational assessments or audits by qualified third parties for biosecurity or animal welfare standards.
  • Services for preparing operational plans related to disease response and poultry care.
  • Defining site zones and controlled access points using signage, fencing, barriers, or landscaping.
  • Retrofit or construction to establish effective biosecurity transition areas or anterooms.
  • Modifications for improved traffic flow, access control (gates, fencing, security), and safe movement of poultry and staff.
  • Implementation of specialized cleaning and disinfecting equipment and systems.
  • Replacing interior surfaces with non-porous, washable materials.
  • Construction of wash bays or sanitation facilities for cleaning vehicles and equipment.
  • Installation of sanitation/shower facilities at high-risk access points.
  • Construction or modification of facilities for isolation, quarantine, or segregation of poultry.
  • Installation or repair of screens, curtains, and pest control devices to prevent wildlife and rodent intrusion.
  • Purchase of tools or equipment for poultry health monitoring and management.
  • Purchase or construction of deadstock management systems and associated storage or handling facilities.
  • Freezer or cooler systems for temporary deadstock storage.
  • Validated euthanasia equipment for humane poultry handling.
