Who is eligible?

• Municipalities and municipal organizations
• Regional county municipalities (MRCs)
• Non-profit incorporated organizations
• Solidarity and consumer cooperatives
• Public-sector organizations in education, health, and social services serving the territory

Who is not eligible

• Private businesses
• Organizations seeking support for ordinary operating costs
• Projects already completed before submission
• Projects that duplicate or compete with an existing local service or initiative

Eligible expenses

• Salaries and benefits for staff hired exclusively for the project
• Professional fees
• Construction or renovation of community municipal buildings
• Capital costs for land, buildings, equipment, machinery, and vehicles
• Working capital for the first year, promotion and communications tied to the project, and other project-related costs

Ineligible Costs and Activities

• Refundable portion of taxes
• Regular operating expenses and administration costs
• Private business assistance
• Debt service, future loans, or already completed projects
• Municipal routine services and works funded by municipal budgets

Eligible geographic areas

• MRC of Portneuf

• The MRC reviews the project’s admissibility and completeness.
• The project is analyzed by the development officer and prioritized by the evaluation committee.
• The MRC council makes the final decision.
• Successful applicants receive a response and sign a funding protocol.
• Payments are made according to the protocol, followed by final reporting and dossier closure.

• The fund is complementary financing and not recurrent.
• Projects must be completed within one year after the protocol is signed.
• A final report with supporting documents must be submitted within two months after project completion.
• Projects must not duplicate or compete with an existing initiative or service in the territory.
