Eligibility

Who is eligible?

  • Individuals or organizational representatives
  • Not-for-profit organizations, if one person in the group assumes individual responsibility for signing the contribution agreement
  • Unincorporated associations or groups of individuals, when one individual applies on behalf of the association
  • Aboriginal groups

Who is not eligible

  • For-profit organizations
  • Applicants with a direct commercial interest in the project
  • Applicants who work for the project proponent
  • Applicants representing another level of government, other than an Indigenous government

Eligible expenses

  • Professional fees
  • Travel and incidentals
  • Honoraria for chiefs or elders, or holders of Indigenous traditional knowledge (ITK) and/or community knowledge
  • Administrative costs
  • Other costs considered by the CNSC’s Independent Funding Review Committee on a case-by-case basis

Selection criteria

  • Available funding is distributed among successful applicants based on the merit of their proposals.

How to apply

  • Access the project-specific PFP application form through PFP funding opportunities
  • Complete the PFP application form following the instructions in the form and the PFP Guide
  • Review, sign and date the form, and keep a copy for your records
  • Submit the form to the CNSC’s PFP Administrator by email, fax or mail

Processing and Agreement

  • The PFP administrator will notify applicants within one business day of receipt of the application and initiate the review and approval process.
  • An independent Funding Review Committee composed of external experts reviews the application and recommends whether it should be approved, including the amount and any objectives to be met.
  • The PFP administrator notifies applicants of the final decision within 25 business days of the closing date for the application process.
  • The CNSC issues a contribution agreement to all successful PFP funding applicants, and funding payments are issued after the objectives in the agreement are met, the final financial report is submitted, and a recipient survey is completed.
  • Payment will be made within 30 days of receipt of a valid final financial report.

Additional information

  • The recipient shall not permit any individual bound by conflict of interest or public service ethics rules to derive any direct benefit unless they remain in full compliance with the applicable codes.
  • All documents given to the CNSC must be in at least one official language of Canada; if a document is filed in another language, a translation and translator affidavit are required.
  • The CNSC may publish the recipient’s name, the amount of the contribution and the type of activities funded under the contribution agreement, and project information may become part of the public record.
  • In case of a dispute, the parties must attempt to settle differences in good faith through alternate dispute resolution mechanisms.
