Who is eligible?
- Individuals

- Unincorporated associations or groups of individuals only when one individual applies on behalf of the association
Who is not eligible
- For-profit organizations
- Applicants with a direct commercial interest in the project
- People who work for the project proponent
- Applicants representing another level of government, other than an Indigenous government
Eligible expenses
- Professional fees, including fees for legal analysis and advice
- Travel and incidentals
- Honoraria, including for Chiefs or Elders and holders of Indigenous traditional knowledge or community knowledge
- Administrative costs
- Other costs, such as photocopying, meeting room rentals, hospitality and meeting supplies, when reasonable and adequately justified

- Capital expenditures
- Construction costs
- Lost income
- Building renovations, salaries and benefits, and costs related to general operations and maintenance

- Completeness and relevance of each application
- Eligibility of the proposed activities
- Total amount of PFP funding available for the project-specific opportunity
- Merit of the proposal
How to apply
- Complete the project-specific Participant Funding Program application form.
- Review, sign and date the completed form.
- Submit the completed form to the Participant Funding Program Administrator by email, fax or mail.
Processing and Agreement
- The PFP Administrator conducts a preliminary review and may request additional information before the formal review begins.
- The independent Funding Review Committee reviews completed applications and makes recommendations to the CNSC.
- The CNSC confirms the FRC decision, approves or rejects funding, and notifies applicants; unsuccessful applicants receive an explanation.
- Successful applicants receive a contribution agreement to review, sign and return.
- Funding is released after the agreement objectives are met and the final financial report is submitted, and successful recipients are asked to complete a recipient survey.

- The independent Funding Review Committee is composed of external experts and has no financial or other stake in the project.
