Overview
The Fonds de développement des communautés (FDC) of the MRC de Vaudreuil-Soulanges provides subsidies covering up to 70% of eligible project costs to support structuring local and regional projects that improve quality of life and advance the region’s sustainable social development priorities. Eligible activities include community-based initiatives related to health and social services, sustainable mobility, housing, educational success, intercultural relations, community services and food security, carried out by municipalities, certain municipal bodies, DEV and eligible non-profit organizations.

Eligibility
- The applicant must be a municipality, a municipal body, Développement Vaudreuil-Soulanges (DEV), or a legally incorporated non-profit organization or non‑financial cooperative.
- The project must take place within one or more of the 23 municipalities of the MRC de Vaudreuil-Soulanges.
- The project must contribute to at least one of the objectives linked to the seven priorities of the Politique de développement social durable (health and social services, sustainable mobility, housing, educational and social success of youth, intercultural relations, community services, or food security).
- The project must demonstrate anchoring in the community (e.g. partnership, participation of local stakeholders, complementarity with existing services rather than duplication).
- The applicant and partners must be able to provide a financial and/or in‑kind contribution alongside the requested subsidy, in line with the fund’s co‑funding rules.

- Governmental and quasi-governmental institutions (public or parapublic bodies), including school boards, schools, the CISSS de la Montérégie-Ouest (CISSSMO), Emploi-Québec and unions, as they are explicitly not considered eligible organizations.
- Private for-profit companies, since only municipalities, municipal bodies, DEV, non-profit incorporated organizations and non-financial cooperatives are listed as eligible promoters.

Eligible geographic areas
- Organizations carrying out funded projects within one or more of the 23 municipalities of the Regional County Municipality (MRC) of Vaudreuil-Soulanges, in Quebec, Canada.
Selection criteria
- Degree of alignment with at least one of the objectives of the Politique de développement social durable (PDSD) and its seven priority areas (health and social services, sustainable mobility, housing, educational and social success of youth, intercultural relations, community services, food security).
- Level of community anchoring, including citizen participation, shared responsibility among local actors, intersectoral reflection (work via tables or committees), concertation with key partners, and respect for the roles and competencies of other organizations.
- Structural quality of the project, such as its transformative and lasting impact on the community, integration of sustainable development dimensions (social, economic, cultural, environmental), level of innovation, contribution to disadvantaged areas or populations, potential for job creation and succession/leadership renewal, and mobilization of diversified funding sources.
- Quality and credibility of expected results, including the project’s positive influence and outreach, durability and viability over time, clearly identified measurable benefits, and potential for transfer or replication in other communities.
- Geographical scope and contribution to territorial priorities, with particular attention to projects with regional reach (more than 10 municipalities), initiatives in rural areas, and interventions targeting zones of social and material deprivation.
How to apply

Intention to Deposit Form
- Send a letter of intent to the social development support agents of the MRC.
- Briefly explain the project and the objectives pursued.
- Submit the form in the month preceding the end of the call for projects.

Support for promoters
- Benefit from the support of the development agents of the MRC to optimize the vision, partnerships, and impacts of the project.
- Participate in collaborative discussions before the submission deadline.

Terms of receipt of projects
- Submit each application by email or via the online form to the MRC before the official deadline.
- Attach supporting documents such as resolutions, letters of support, and commitments from financial partners.
- Include the signature of the organization's representative or a signature document.

Preliminary analysis
- The development agents perform a review of the files after the end of the project call.
- React quickly to any requests for clarification or additional information from the MRC.

Preliminary notice
- The technical committee conducts a preliminary analysis to ensure compliance with eligibility criteria.
- Answer questions from promoters as necessary.

Assessment by the analysis committee
- The projects are reviewed by the analysis committee, which issues recommendations for the MRC council.
- The evaluation grid is used to guide the discussions and reflections of the analysts.

Response of acceptance or refusal
- The MRC council adopts a resolution regarding the accepted projects.
- Receipt of an official notification by letter or email of the final decision.
- Reasons for refusal communicated with alternative suggestions if applicable.

Signature of a memorandum of understanding
- Sign a memorandum of understanding with the MRC detailing the terms of the grant after acceptance.
- Initial disbursement of 75% of the grant, with conditions met as applicable.
Additional information
- The fund operates as a single-window mechanism that can channel different financial sources managed by the MRC toward the same project.
- A maximum 12‑month implementation period applies, calculated from the date the agreement between the MRC and the promoter is signed.
- During implementation, promoters must collaborate with MRC development agents and inform them of any significant changes to objectives, expenses, or expected revenues.
- A final reporting package is required at project end, including a results form and supporting financial documents, which is reviewed before the remaining portion of the grant is paid.
