Overview
The Quebec Affordable Housing Program provides up to 80% of total project costs in funding to support new construction or renovation projects that increase the supply of affordable rental housing for low- and moderate-income households and individuals with specific housing needs. Eligibility
- The applicant must be active in the real estate sector.
- The applicant must be one of the following: a housing office, a non-profit organization, a cooperative, a private sector company, or a recognized post-secondary educational institution.
- The project must be for the construction of new housing or the renovation of property owned by the applicant, with perpetual ownership rights.
- The project must serve at least one of the target groups according to the program's specific streams (low or modest-income households, individuals with particular housing needs, or other identified priority groups).
- Additional requirements may apply depending on the type of applicant and the nature of the project as specified by the program.

Who is not eligible
- Private companies applying for projects intended for victims of domestic violence or for emergency housing are not eligible.

How to apply

Confirm applicant and project eligibility
- Verify that you are an eligible applicant, such as a housing office, non-profit organization, cooperative, private sector company, or recognized post-secondary institution
- Ensure your project meets the required criteria for the relevant program stream
- Review any specific requirements based on your applicant type

Gather required documentation
- Prepare all necessary documents based on the selected program stream
- Gather documents such as proof of ownership, project plans, and any required agreements
- Consult requirements or best practice guides for your program stream

Submit project application
- For stream 1 and 3 projects, submit your application during the relevant call for projects period
- For stream 2 projects, submit your application at any time
- Ensure all required documents are included with your submission

Await review and project selection
- Wait for the review and selection of projects by the Société d’habitation du Québec
- Monitor communications for any follow-up or results

Sign realization and operation agreement
- If selected, sign a realization and operation agreement with the Société d’habitation du Québec
- Formalize obligations and duration of commitment before starting construction work
Additional information
- Selected projects may be eligible for the Quebec Rent Supplement Program (PSLQ), enabling tenants to benefit from reduced rents.
- A realization and operating agreement must be signed with the Société d'habitation du Québec prior to starting construction work.
- The duration of the agreement corresponds to the commitment period chosen by the applicant.
