Overview
The “Programme d’habitation abordable Québec – Volet 3: Initiative de multilogements hautement préfabriqués” provides a base grant plus additional funding that can cover up to 80% of total project costs for non-profit and cooperative proponents, or up to 60% for private entities. It supports the construction of multi-unit residential buildings using highly prefabricated components, including eligible activities such as project design-construction under predefined reference solutions, site adaptation, and related housing development work that meets program and regulatory requirements.

- Implementation of demonstration multi-housing projects showcasing highly prefabricated building methods.
- Joint projects between an eligible organization and a SHQ-selected designer-builder to deliver affordable, highly prefabricated multi-unit housing.
Eligibility
- The applicant must operate in the real estate/housing sector.
- The applicant must be either a cooperative, a non-profit organization, or another legally constituted entity (person, trust, partnership or group) registered in the Registre des entreprises du Québec.
- The project must contribute to the objectives of the Programme d’habitation abordable Québec (PHAQ) by constructing a building or group of buildings using highly prefabricated components.
- The building must be owned by the applicant on a perpetual basis, or be subject to an emphyteusis in favour of the applicant for at least 50 years.
- The project must comply with all applicable Quebec laws and regulations, including environmental, agricultural land protection and flood-risk management rules.

- Cooperatives operating in the real estate/housing sector
- Non-profit organizations involved in real estate/housing activities
- Legally constituted and registered private entities (persons, trusts, partnerships or other groups) engaged in real estate activities
Who is not eligible
- Businesses or organizations that are not legally constituted (incorporated or otherwise formally created) according to applicable laws.
- Businesses or organizations that are not registered with the Registre des entreprises du Québec.
- Projects where the applicant will not own the building (or hold an emphyteutic lease of at least 50 years) on a permanent basis.
Eligible geographic areas
- Organizations legally constituted and registered in the province of Quebec (immatriculated in the Registre des entreprises du Québec).
- Projects located within the urban perimeter of a Quebec municipality.

- Guarantee and potential for successful completion of the housing project.
- Strength and clarity of the project’s financing structure.
- Presence and significance of local issues or barriers related to creating new housing units.
- Level of community support and overall quality and suitability of the proposed site.
How to apply

Verify eligibility and requirements
- Review the program’s normative framework and all guidance documents made available by the Société d’habitation du Québec (SHQ)
- Verify that the organization, the project and the land meet all eligibility requirements listed for the program
- Confirm that the project configuration, target clientele, unit types and site characteristics comply with the stated requirements

Create or access SHQ account
- Create a new SHQ user account or log in to an existing one on the designated web platform
- Use the SHQ guide on creating and using a user account if needed
- Ensure you have stable access to the platform for uploading forms and supporting documents

Complete project and funding forms
- Prepare the project presentation using the required form provided for this program
- Complete the financial assistance application using the DAF-PHAQ Excel model available on the web platform
- Consult the specific instructions for completing the DAF-PHAQ to correctly fill in all required sections
- Draft a realistic project implementation schedule

Assemble required supporting documents
- Obtain a resolution authorizing the applicant to submit the application, appoint a representative to sign it, provide all required documents to SHQ and oversee follow-up
- Secure a letter of interest from the municipality confirming zoning compliance and location within the urbanization perimeter
- Gather letters patent or articles of constitution and incorporation documents, including any supplementary letters patent where applicable
- Obtain an Attestation from Revenu Québec as required
- For private companies, obtain criminal record check attestations from the Royal Canadian Mounted Police for the applicant and all directors

Submit application on web platform
- Upload the project presentation, financial assistance application, project schedule and all required resolutions and letters as separate files on the web platform
- Follow the specified file format and naming conventions described in the “Step 1 – Project submission” document
- Verify that each required document has been submitted and that no mandatory information is missing before finalizing the submission

Await SHQ evaluation results
- Wait for SHQ to analyze the project based on the evaluation grid and program objectives
- Receive a letter within 90 business days after the end of the call for projects indicating whether the project is eligible and selected, eligible but not selected, or not eligible
- Keep all reference documents and platform access available for any clarification requests during the review period

Finalize agreement after selection
- If selected, collaborate with the SHQ to be matched with one of the retained designer-builders using a predefined reference real estate solution (SIR)
- Provide all additional information and documents requested in the selection letter to advance the project stages
- Agree with the designer-builder to respect the project schedule and construction cost
- Prepare to sign the realization and operation agreement, committing to comply with the program conditions to receive the subsidy
Additional information
- The initiative uses a collaborative design–build approach called "conception-construction en planification optimisée (CCPO)", based on predefined reference real-estate solutions (SIR) that are then slightly adapted to the site and municipal requirements.
- Projects are submitted and managed through a dedicated SHQ web platform, where each required document must be uploaded as a separate file following specific format and naming rules described in the document "Étape 1 – Dépôt de projet".
- The SHQ matches each selected applicant with one of the preselected designer-builders and acts as an intermediary for this pairing process.
- The applicant will receive a written decision on the status of their application (selected, eligible but not selected, or not eligible) within 90 business days after the end of the call for projects.
