Who is eligible?
- Private businesses legally constituted in Quebec.
- Social economy enterprises, including cooperatives, mutuals, and non-profits with commercial activities attested by the Pôle d’économie sociale.
- Promoters aged at least 18 years who are Canadian citizens or immigrant received and permanent residents of Quebec.

- Private businesses in the financial sector, including financial cooperatives, financial planners, insurance brokerage firms and real estate brokerage firms.
- Ministries, organizations, state-owned corporations and subsidiaries, and any company controlled directly or indirectly by a provincial or federal government.
- Health institutions and educational institutions, including schools, school service centres, cégeps and universities.
- Applicants under the protection of the Companies' Creditors Arrangement Act or the Bankruptcy and Insolvency Act.
- Businesses with sexual, religious, political, or otherwise controversial activities.

- Expenses for moving a business or part of its production outside the municipality where it is established.
- Retail and restaurant projects, except for a proximity service as defined in the agreement, unless linked to digital improvement or development.

How to apply
- Contact a member of the economic development team to have the project validated and obtain the application form.
- Send the complete application to the MRC by email to the address indicated on the form.
- Submit all documents before the deadline by referring to the submission schedule.
Processing and Agreement
- Applications are reviewed by the analysis committee, then submitted to the board of directors for the final decision.
- A letter of acceptance or refusal is sent within the week following the decision.
- A memorandum of understanding is sent for electronic signature and the official copy is automatically sent after the parties sign.
- The first bank transfer is made within 30 days following the signing of the agreement, when the memorandum of understanding and the specimen cheque have been received.
- Any modification to the project must be approved by email by the responsible officer; after receipt of the completion report and the requested supporting documents, the second and final payment is made within 30 days.
