Who is eligible?
- Private businesses legally constituted in Quebec.
- Social economy enterprises, including cooperatives, mutuals, and non-profits with commercial activities attested by the Pôle d’économie sociale.
- Promoters aged at least 18 years who are Canadian citizens or immigrant received and permanent residents of Quebec.
Who is not eligible
- Private businesses in the financial sector, including financial cooperatives, financial planners, insurance brokerage firms and real estate brokerage firms.
- Ministries, organizations, state-owned corporations and subsidiaries, and any company controlled directly or indirectly by a provincial or federal government.
- Health institutions and educational institutions, including schools, school service centres, cégeps and universities.
- Applicants under the protection of the Companies' Creditors Arrangement Act or the Bankruptcy and Insolvency Act.
- Businesses with sexual, religious, political, or otherwise controversial activities.

- Regular operating costs, including rent, salaries, insurance, inventory, and other recurring administrative expenses.
- Commonly used professional services, working capital, debt financing, debt consolidation, future loan repayment, financing of an already completed project, and related non-request expenses.
- Expenses for projects already completed or incurred before submission.
- Expenses for moving a business or part of its production outside the municipality where it is established.
- Retail and restaurant projects, except for a proximity service as defined in the agreement, unless linked to digital improvement or development.

- Concordance with the priorities of intervention set out in the Cadre d’intervention pour la vitalité du territoire 2025-2028.
- Project viability, the promoter’s investment, and the use of multiple funding sources.
- The promoter’s experience, expertise, training, knowledge, management ability, and entrepreneurial profile.
- Sector of activity, location, and competition.
- Job creation and retention, community impact, and the project’s type, innovation, and relevance for the region and the business.

Processing and Agreement
- Applications are analyzed by the analysis committee.
- Applications are submitted to the board of directors for a final decision.
- Approved projects are subject to a protocol d’entente between the MRC de Papineau and the promoter.
- The protocol sets the payment conditions and the obligations of the parties, including repayment if applicable.
- When the project is completed, the standardized completion report must be completed and returned to receive the final payment.
