MRC du Haut-Richelieu — Regions and Rurality Fund (FRR) – Stream 2

Who is eligible?

The MRC Haut-Richelieu — FRR – Stream 2 grant is available to businesses including social economy enterprises within the MRC Haut-Richelieu region. It excludes private financial sector companies, financial cooperatives, businesses listed in the Register of companies ineligible for public contracts, and businesses that have previously failed to meet obligations tied to past government financial aid.

Who is not eligible

This grant excludes specific companies and industries based on their status or primary activity to maintain fair competition and effective use of funds.

• Private companies in the financial sector.
• Financial cooperatives.
• Companies listed on the Register of enterprises ineligible for public contracts.
• Companies that have failed to meet obligations related to previous financial aid agreements in the past two years.
• Entities involved in the production or distribution of weapons.
• Businesses related to gambling, combat sports, racing, or similar activities.
• Establishments where the majority of income is derived from alcohol consumption or slot machines.
• Companies focused on the production, sale, and services related to tobacco or drugs, with exceptions for approved pharmaceutical projects.
• Activities protected by the Canadian Charter of Rights and Freedoms (religion, politics, defense of rights, etc.).
• Activities that could harm public morals.

Eligible expenses

The eligible expenses for the grant include various administrative and project-specific costs associated with the objectives of the FRR.

• Administration of the agreement with MAMH.
• Offer of service and execution of internal projects.
• Implementation of local and regional development sectoral agreements.
• Coordination with other entities for joint or harmonized projects.
• Project expenses aligned with improving living environments.
• Supra-territorial project expenses involving partnerships.
• Administrative expenses like salaries, social charges, travel, and meal expenses.
• Professional fees and postal or courier services.
• Communication activities for consultations or decision dissemination.
• Room rental, office supplies, and telecommunication costs.
• Training expenses and general insurance.
• Membership fees, subscriptions, and promotional costs.
• Bank and interest charges.
• Rent, maintenance, and amortization of premises.
• Representation expenses.
