Eligibility

Who is eligible?

  • Any individual or legal entity that resides and carries out activities in Quebec, in the administrative region targeted by the application.
  • An institution under section 79 of the Act respecting health services and social services or an educational institution may also apply when the eligible project is carried out in a municipality with fewer than 20,000 inhabitants and benefits the community.

Who is not eligible

  • For-profit businesses under the Innovations territoriales sub-volet
  • Ministries, government bodies, Crown corporations, their subsidiaries, and any entity directly or indirectly controlled by a provincial or federal government
  • Health institutions listed in section 79 of the Act respecting health services and social services, hospital foundations, health cooperatives, private or public health clinics, educational institutions and their associated organizations
  • Financial sector businesses, including financial cooperatives and financial planners; insurance and real estate brokerage firms; and non-community nonprofits such as foundations, professional orders, unions, political parties, religious organizations, and entities created to serve public administrative interests
  • Individuals not in business, applicants listed on the RENA, applicants that defaulted on previous Quebec government financial aid after formal notice within the previous two years, and applicants under the Companies’ Creditors Arrangement Act or the Bankruptcy and Insolvency Act

Eligible expenses

  • Direct project costs, including salaries, benefits, rent, travel, data acquisition, materials and equipment, and accountability reporting
  • Plans and studies related to a business plan, opportunity analysis, market analysis, technical and financial feasibility, concept development, activity programming, or sector tools and indicators
  • Construction, development, realization, or implementation costs of the project
  • Planning and consultation work with regional stakeholders, or research-action work
  • Administrative costs up to 5% of eligible expenses

Ineligible Costs and Activities

  • For-profit businesses under the Innovations territoriales sub-volet
  • Ministries, government bodies, Crown corporations, their subsidiaries, and any entity directly or indirectly controlled by a provincial or federal government

How to apply

  • Submit the application on the Portail gouvernemental des affaires municipales et régionales in response to a regional call for projects launched by the Ministry.
  • Include the completed application form in French and all required documents.
  • The deposit period is announced on the Ministry website and lasts at least 30 days.

Processing and Agreement

  • The Ministry verifies compliance with the call for projects and analyzes the applicant and project for eligibility.
  • Applications are analyzed and then prioritized by the regional selection committee.
  • The minister makes the final decision.
  • A subsidy agreement is concluded between the applicant and the minister, and the applicant must provide the information needed to assess results.
