Who is eligible?
- For-profit tourism organizations.
- Non-profit tourism organizations.
- Tourism cooperatives.
- Municipal entities involved in tourism.
- Indigenous communities, nations and Indigenous tourism organizations or businesses.
Who is not eligible
- Québec and Canadian Crown corporations, ministries and public agencies.
- Organizations listed in the Register of enterprises ineligible for public contracts.
- Enterprises not compliant with the francization requirements of the Office québécois de la langue française, where applicable.
Eligible expenses
- Professional fees of specialized firms or consultants for studies, diagnostics, individual business support and advisory services.
- Net taxes (non-reimbursed portion) related to eligible professional fees.
Ineligible Costs and Activities
- Working capital, debt service, operating losses and capital buybacks.
- Regulatory compliance, maintenance, upgrading of existing assets and routine operating or administration expenses.
- Marketing, promotion and advertising costs, as well as financing fees and legal fees.
- Business plans, marketing plans, recurring local or regional development plans, and studies or surveys required only for other funding programs.
- Costs incurred under contracts signed before the funding application, except eligible project design fees.

- Organizations legally constituted under Québec or Canadian law operating in Québec.
Selection criteria
- Alignment of the project with the program’s objectives for developing and renewing Montréal’s tourism offer.
- Structuring impact of the project, including attractiveness, reach, tangible benefits, partnerships and potential job creation.
- Innovative nature of the project compared with existing tourism offerings and trends.
- Quality and feasibility of the project in terms of concept, services, schedule and promoter expertise.
- Financial structure and relevance of the requested funding, including promoter contribution, overall financing and financial health.
How to apply
- Step 1: Prepare Project and RFP
- Define the issues, objectives, methodology, timeline and deliverables for the study or consulting mandate.
- Prepare a detailed request for proposals to be sent to consulting firms.
- Step 2: Obtain Consultant Bids
- Launch a call for tenders and obtain at least two professional service offers from specialized firms.
- Select the preferred consultant, subject to funding approval.
- Step 3: Submit Intent to Apply
- Complete the online Intent to Submit Form via the specified Forms link.
- Step 4: Complete Application Form
- Fill out the EPRTNT 2025–2027 Studies and Consulting Services application form in Excel.
- Have the authorized representative sign the form and secure a board resolution where required.
- Step 5: Send Full Application Package
- Email the signed Excel application form and all required supporting documents to programmes@mtl.org before the deadline.
- Ensure the file is complete; otherwise it will not be analyzed in the intended intake period.
Processing and Agreement
- Tourisme Montréal first verifies project eligibility and may request clarifications from the promoter.
- On predetermined dates, analysts perform relevance and financial analysis of the project.
- The management committee reviews projects and issues funding recommendations.
- Funding partners make the final decision and send the promoter a letter of approval with the amount granted or a refusal.
- Approved projects are formalized through a financial assistance agreement specifying payment conditions and obligations.
Additional information
- The program is part of the 2025–2027 Regional Partnership and Digital Transformation in Tourism agreement between the Ministry of Tourism and Tourisme Montréal.
- Projects must be completed no later than January 31, 2029.
- Incomplete applications are not analyzed and are carried over only once the file is complete.
- No further call for projects will be opened in 2027 for this program.
