- Intent to Submit Form completed via the online Forms link.
- Duly completed and signed EPRTNT application form in Excel format.
- Project plan describing deliverables and impacts over at least three years.
- Most recent financial statements or projected revenues and expenses, as required.
- Board of directors resolution authorizing the funding application and signatory.
Eligibility
- The applicant must be legally constituted under Québec or Canadian law and operate in Québec.
- The project must fall under the “Structuring of the regional tourism offering” category of EPRTNT 2025‑2027.
- The project must generate benefits for several partners and demonstrate long‑term sustainability over more than three years.
- The applicant and partners must have fulfilled previous commitments to Tourisme Montréal, where applicable.
- The project must be completed in the Montréal tourism region by January 31, 2029.

- For‑profit tourism organizations.
- Non‑profit tourism organizations.
- Cooperatives.
- Municipal entities.
- Indigenous communities, nations, and Indigenous tourism organizations or businesses.
Who is not eligible
- Crown corporations and departments or agencies of the Québec and Canadian governments.
- Applicants listed in the Register of enterprises ineligible for public contracts.
- Enterprises that are non‑compliant with the francization process of the Office québécois de la langue française, where applicable.
Eligible expenses
- Professional fees for specialized firms or consultants working on regional tourism structuring projects.
- Travel, overhead, salaries and benefits for human resources dedicated specifically to the structuring project.
- Purchase and installation of equipment necessary to structure the regional tourism offering.
- Net taxes related to eligible project costs.
Ineligible Costs and Activities
- Working capital, debt service, operating losses, capital losses and capital buybacks.
- Compliance, maintenance and asset upkeep costs, including routine operating and administration expenses.
- Promotional, advertising and marketing costs, as well as legal and financing fees.
- Costs incurred under contracts signed before submitting the funding application, except certain project development fees.
- Contingency fees for “Structuring of the regional tourism offering” projects.

- Consideration of sustainable development principles and significant tourism‑oriented benefits.
How to apply
- Step 1: Prepare Project Concept
- Define a structuring project aligned with Tourisme Montréal’s regional development priorities.
- Ensure the initiative benefits multiple partners and is sustainable over more than three years.
- Step 2: Complete Intent to Submit Form
- Fill out the Intent to Submit Form using the dedicated online Forms link.
- Step 3: Fill in Application Form
- Download the “Structuring of the regional tourism offering” Excel application form.
- Complete all required sections and have the form signed by an authorized representative.
- Step 4: Compile Supporting Documents
- Gather required financial statements, project plan, resolutions and any other documents listed in the Promoter Guide.
- Step 5: Submit Application by Email
- Send the signed Excel application form and all supporting documents to programmes@mtl.org before the applicable deadline.
Processing and Agreement
- Projects are checked for eligibility and completeness; incomplete files at the start of an analysis period are not reviewed.
- At predetermined dates, Tourisme Montréal conducts relevance and financial analyses, followed by review by a management committee.
- The management committee issues recommendations, and funders decide on approval or refusal.
- Applicants receive a letter indicating the decision and, if approved, the amount awarded.
- Approved projects are formalized through a financial assistance agreement that sets payment conditions and obligations.
Additional information
- Projects must be completed no later than January 2029 to be considered.
- Tourisme Montréal strongly recommends meeting with its team before submitting to confirm project eligibility.
- Incomplete applications are not processed and may be carried over to a later analysis period.
- Being eligible does not guarantee funding nor oblige Tourisme Montréal to provide financial assistance.
