Documents Needed
- Completed Intent to Submit Form (via the online Forms link).
- Completed and signed Excel application form for the Attractions, Activities and Equipment category.
- Comprehensive business plan for the project, including required authorizations and permits.
- Most recent financial statements for the last two years, if required for the organization type.
- Board of directors resolution (or equivalent) authorizing the signatory to submit the funding application.
Eligibility
- The applicant must be a legally constituted tourism enterprise or eligible public or Indigenous entity operating in Québec or Canada.
- The project must take place in the Montréal tourism region and target a significantly tourism-oriented clientele.
- The project must fit the “Attractions, Activities and Equipment” category and meet the minimum eligible cost threshold of $250,000.
- The applicant must provide a minimum non-governmental cash contribution, generally at least 20% of total project costs (10% for Indigenous communities and nations).
- The applicant must have respected any previous funding commitments to Tourisme Montréal and comply with applicable Québec laws and regulations.

- Indigenous communities, nations and Indigenous tourism organizations or businesses.
Who is not eligible
- Crown corporations and Québec or Canadian government departments and agencies.
- Applicants listed in the Register of enterprises ineligible for public contracts.
- Enterprises not compliant with the francization process of the Office québécois de la langue française, where applicable.
Eligible expenses
- Construction, reconstruction, expansion, improvement, adaptation or conversion of tourism infrastructures and equipment, including development or renewal of tourism products and services.
- Purchase and installation of specialized equipment, furniture, boats or rolling stock that enhance the visitor experience, plus land acquisition, servitudes, rights of way and related fees.
- Professional fees for design, engineering, technical staff, project management, reporting and preliminary project studies, including prior studies within the last two years.
- Costs for developing, improving and showcasing land and trails, integrating sustainable practices or climate adaptation measures, site surveying and quality control on site.
- Net taxes related to eligible costs, and reasonable contingency costs up to 15% of eligible project expenses.

- Alignment between the project and the program’s objectives for renewing and structuring the tourism offer.
- Structural impact of the project, including attractiveness, reach, tangible benefits, partnerships and potential for job creation and season extension.
- Innovative character of the project and its added value to the current tourism offer and competitive landscape.
- Overall quality of the concept, products and services proposed.
- Financial structure and feasibility, including promoter contribution, sound financing plan, realistic data, and prospects for self-financing and market relevance.
How to apply
- Step 1: Prepare Project Information
- Define the attractions, activities or equipment project and ensure it fits the program objectives and minimum cost requirements.
- Gather financial data, timelines and partner information for inclusion in the business plan and application.
- Step 2: Complete Intent to Submit Form
- Fill out the Intent to Submit Form using the online Forms link provided by Tourisme Montréal.
- Step 3: Fill in Application Form
- Download the Excel application form for the “Attractions, Activities and Equipment” category.
- Complete all required sections and have the form duly signed by the authorized representative.
- Step 4: Compile Required Supporting Documents
- Prepare the business plan, financial statements, forecasts, board resolution and any other documents listed in the Promoter Guide.
- Step 5: Submit Application by Email
- Send the completed Excel application form and all required supporting documents in a single submission to programmes@mtl.org before the relevant deadline.
Processing and Agreement
- Tourisme Montréal first verifies basic eligibility of the project and may request clarifications from the applicant.
- Eligible projects are analyzed for relevance and financial aspects, then reviewed by the EPRTNT management committee.
- The committee makes a recommendation and funders render a decision, communicated by letter indicating approval and amount granted or refusal.
- Selected projects must sign a financial assistance agreement specifying obligations and payment conditions before receiving funds.
- Applications are assessed in cycles according to published cut-off dates, and incomplete files at the start of an analysis period are not processed.
Additional information
- The program is delivered under the 2025-2027 Regional Partnership and Digital Transformation Agreement in Tourism for Montréal.
- Projects must be completed no later than January 31, 2029.
- Open-house meetings are available with Tourisme Montréal to discuss project ideas before applying.
- An incomplete application file will not be processed and may be deferred to a later analysis period.
