Documents Needed
- Completed Intent to Submit Form (online)
- Completed and signed Accommodation category application form in Excel format
- Full business plan for the accommodation project
- Most recent two years of financial statements, and three‑year financial forecasts where required
- Board of directors resolution authorizing the funding application and signatory
Eligibility
- The applicant must be legally constituted under Québec or Canada law and operate in Québec.
- The project must be located in the Montréal tourism region and completed by January 31, 2029.
- The project must fall under the Accommodation category and meet the minimum eligible cost of $100,000.
- The target clientele must be significantly tourism‑oriented and contribute to renewing Montréal’s tourism offer.
- The applicant must provide the required minimum cash contribution according to its organizational status.
Who is eligible?
- For‑profit tourism enterprises operating accommodation establishments
- Non‑profit tourism organizations involved in accommodation projects
- Tourism cooperatives with accommodation initiatives
- Municipal entities undertaking tourism accommodation projects
- Indigenous communities, nations, and Indigenous tourism organizations or businesses with accommodation projects
Who is not eligible
- Québec and Canadian government departments, agencies, and state‑owned corporations
- Applicants listed in the Register of enterprises ineligible for public contracts
- Accommodation establishments that do not comply with applicable laws and regulations or lack a required registration number
- Enterprises not compliant with the francization process of the Office québécois de la langue française, where applicable
Eligible expenses
- Construction, expansion, improvement, adaptation or conversion of tourism accommodation infrastructures and related equipment
- Purchase and installation of specialized equipment, furnishings, and works improving visitor experience or staff retention
- Professional fees for design, engineering, project management, and required studies tied to the project
- Costs for land development, access, surveys, quality control on site, and contingency (up to 15%)
- Net taxes (non‑refundable portion) related to eligible project costs

- Organizations legally constituted under Québec or Canada law and doing business in Québec
Selection criteria
- Alignment of the accommodation project with the program’s objectives and Montréal’s tourism development priorities.
- Structuring impact, including attraction power, regional reach, tangible benefits, and contribution to employment and seasonality.
- Innovative character and added value to the existing tourism offer.
- Quality of the project concept, products, and services for visitors.
- Financial structure and feasibility, including promoter contribution, other financing, and organizational capacity.
How to apply
- Step 1: Prepare project information
- Define the accommodation project, objectives, and expected tourism benefits.
- Assemble financial data, timelines, and required authorizations as outlined in the Promoter Guide.
- Step 2: Complete Intent to Submit Form
- Fill out the online Intent to Submit Form via the provided Forms link.
- Step 3: Complete Application Form
- Download the Accommodation category application form in Excel format.
- Complete and sign the form with accurate project and organizational details.
- Step 4: Gather supporting documents
- Compile all mandatory documents listed in the Promoter Guide (e.g., business plan, financial statements, resolutions).
- Ensure the file is complete, as incomplete applications are not processed.
- Step 5: Submit application by email
- Email the signed Excel application form and all required supporting documents to programmes@mtl.org before the relevant deadline.
Processing and Agreement
- Tourisme Montréal verifies project eligibility and may request clarifications from the applicant.
- Eligible projects undergo financial and relevance analysis, then are reviewed by a management committee.
- The funding partners render a decision and send the applicant either an approval letter with the awarded amount or a refusal.
- Approved projects require signing a financial assistance agreement that sets payment conditions and obligations.
- Incomplete files at the start of an analysis period are not processed.
Additional information
- The 2025–2027 agreement is a partnership between Tourisme Montréal and Québec’s Ministry of Tourism.
- The last intake for this program is August 27, 2026, or until funds are exhausted.
- Projects must be completed no later than January 2029.
- Each approved project will be governed by a specific financial assistance agreement with Tourisme Montréal.
