Documents Needed
- Intent to Submit Form completed via the online Forms link.
- Duly completed and signed Digital Development of a Business Excel application form.
- Complete business plan for the digital development project.
- Financial statements for the last two fiscal years, if applicable.
- Board of directors resolution authorizing the signatory and the funding application.
Eligibility
- Be a legally constituted organization under Québec or Canadian law and operate in Québec.
- Belong to an eligible category: for-profit or non-profit organization, cooperative, municipal entity, Indigenous community or nation, or a grouping of these.
- Carry out a project that develops, renews or structures the tourism offer in the Montréal tourism region.
- Have a project whose primary target clientele is significantly tourism-related.
- Have respected previous commitments to Tourisme Montréal if prior subsidies were received.
Who is eligible?
- Tourism-related for-profit organizations (OBL).
- Tourism-related non-profit organizations (OBNL).
- Tourism cooperatives.
- Municipal entities involved in tourism.
- Indigenous communities, nations and Indigenous tourism organizations or businesses.
Who is not eligible
- Crown corporations and ministries or agencies of the Québec and Canadian governments.
- Applicants listed in the Register of enterprises ineligible for public contracts.
- Enterprises not compliant with the francization process of the Office québécois de la langue française, where applicable.
Eligible expenses
- Professional fees for support and implementation of digital solutions, including training related to the digital project.
- Purchase of technological or other equipment required to use the digital solution, including integrated management software, e-commerce software, mobile applications and related hardware.
- First subscription (up to 24 months) to cloud-based services needed for the solution.
- Travel, overhead, salaries and benefits for human resources specifically dedicated to the digital project.
- Net taxes related to eligible costs and, where applicable, infrastructure-related costs as defined under the Attractions, Activities and Equipment category.
Ineligible Costs and Activities
- Working capital, debt service, operating losses, capital losses and share buybacks.
- Compliance upgrades, asset maintenance and regulatory conformity costs.
- Regular operating, administration, financing and routine maintenance expenses.
- Capital expenditures on buildings, land or other infrastructures, and acquisition of equipment or bandwidth not directly eligible under this category.
- Recurrent operating fees of the business solution, server room setup, video game development, and sales commission fees on online platforms.

- Organizations legally constituted in Québec or Canada and doing business in Québec.
Selection criteria
- Alignment between the project and the program’s objectives for renewing and strengthening the tourism offer.
- Structuring effect of the project, including attraction power, scope, tangible impacts and regional spin-offs.
- Innovative nature of the project compared with the current tourism offer and market trends.
- Quality of the project concept, product and services, including consideration of sustainable development principles.
- Financial soundness and feasibility, including funding structure, promoter contribution, realistic financial data and credible implementation schedule.
How to apply
- Step 1: Prepare Project Information
- Define the digital development project, objectives, tourism benefits and target clientele.
- Assemble required financial and organizational information requested in the promoter guide.
- Step 2: Complete Intent to Submit Form
- Fill out the Intent to Submit Form via the specified online Forms link.
- Step 3: Fill in Application Form
- Download the Digital Development of a Business Excel application form.
- Complete all sections, then sign the form.
- Step 4: Compile Supporting Documents
- Gather all mandatory documents listed in the promoter guide (business plan, financial statements, resolutions and other required proofs).
- Ensure the file is complete, as incomplete applications are not processed.
- Step 5: Submit Application by Email
- Send the signed Excel application form and all supporting documents by email to programmes@mtl.org before the relevant deadline.
Processing and Agreement
- Tourisme Montréal first verifies project eligibility and may request clarifications from the promoter.
- On predetermined dates, an analysis of project relevance and financial aspects is carried out.
- Projects are reviewed by a management committee, which issues funding recommendations.
- Funding partners make the final decision and send either an approval letter with the awarded amount or a refusal letter.
- Approved projects are formalized through a financial assistance agreement that sets payment conditions and obligations.
Additional information
- The program is part of the 2025–2027 Regional Partnership and Digital Transformation in Tourism agreement between Tourisme Montréal and the Québec Ministry of Tourism.
- Projects must be completed no later than January 31, 2029.
- Incomplete applications at the start of an analysis period are not reviewed by the management committee.
- Tourisme Montréal offers short preparatory meetings (“open house”) to validate project eligibility before submission.
