Overview

The City of Québec can provide up to $800,000 to support eligible major cultural or sports events in Québec City. Support may include a financial contribution and coordination/municipal services for delivering outdoor, public-facing event programming.

Activities funded

  • Outdoor (primarily) cultural or sports major events featuring urban animation, with a limited duration (maximum 90 days).
  • Events intended for Québec City residents and the tourist clientele.
  • Events deployed mainly within Québec City and compliant with Québec laws and regulations.
  • Special projects supported and facilitated by the City’s Major Events Office, when municipal services are required for delivery.

Eligibility

  • The applicant is a legally constituted non-profit organization with a board of directors.
  • The applicant demonstrates relevant experience related to the proposed event.
  • The organization complies with applicable laws and regulations governing non-profit governance.
  • The organization demonstrates sound governance and rigorous administrative and financial management.
  • The event is primarily outdoor urban animation (cultural or sports), limited to a maximum duration of 90 days, mainly taking place in Québec City and intended for Québec City residents and tourists.

Eligible expenses

  • All expenses related to delivering the event (as determined eligible following the City’s review of the financial structure).
  • Costs related to required municipal services needed to hold the event (considered as part of the City’s contribution where applicable).

  • Ticketed-only cultural events

How to apply

  • Step 1: Review guidelines
    • Review the City’s event vision and municipal orientations.
    • Consult reference documents (e.g., technical/logistics schedule, visibility guide, universal accessibility guide).
  • Step 2: Secure site authorization
    • Obtain written agreement from site owners/managers for the intended locations.
  • Step 3: Prepare mandatory application package
    • Complete the event application form.
    • Complete the financial plan (Annex A) and the OHS commitment (Annex B).
    • Include conflicts-of-interest declarations where applicable (Annex C).
    • Include the board resolution designating a representative/signatory (Annex D).
    • Attach a preliminary program, summary technical specifications (site plans/route/technical needs), letters patent (if applicable), organization chart (if applicable), previous-year financial statements and prior edition project results, and preliminary site authorization letters.
  • Step 4: Add optional supporting documents
    • Attach any additional documents that support the project (e.g., partner support letters, funding confirmations, attendance/impact studies, business/development plans, sustainability documents, press review).
  • Step 5: Submit the application
    • Email the complete file in a single email to the Major Events Office (GrandsEvenements@ville.quebec.qc.ca).
    • An acknowledgement of receipt is sent within two business days.

Processing and Agreement

  • Applications are processed only once the file is complete and received within the required timelines.
  • If the project is eligible, it is analyzed for opportunity and feasibility in line with municipal orientations and subject to available funding and resources.
  • The City notes that submitting an application does not guarantee acceptance; the promoter agrees to accept the decision rendered.
  • Approval is confirmed through the City’s decision-making bodies (executive committee, municipal council, or agglomeration council, as applicable).
  • If approved, the organization must sign an agreement setting event delivery conditions; the grant is paid according to the agreement’s modalities.

Additional information

  • Applications are accepted on an ongoing basis throughout the year.
  • The City may request complementary technical documents for event delivery.
  • Applicants may request a three-year (triennial) support agreement if conditions are met.
  • Accountability/reporting obligations are set out in the agreement and typically include a post-event report within 90 days.
