Who is eligible?

  • Legally constituted non-profit organizations with a board of directors.

Who is not eligible

  • Individuals.
  • Private businesses.
  • Institutional, public, and parapublic organizations.
  • Professional orders and trade unions whose sole mission is to support, regulate, or protect professional, business, labor, or member interests.
  • Political organizations.

Eligible expenses

  • All expenses related to the realization of the event.

Ineligible Costs and Activities

  • Events exclusively indoors of a private nature, fully commercial events, and cultural events that are ticketed only.
  • Demonstrations, public markets, congresses, and events of business groups.
  • Fundraising events or fundraising activities.
  • City management contracts, events the City may broadcast or produce.
  • Any other activity resembling an animation program, such as seasonal programming.

  • The structure of the existing event offer and calendar.
  • Reach and spin-offs, feasibility, impact on the community, resource availability, respect for deadlines and accountability in previous editions, and the overall quality of the file.

How to apply

  • Review the relevant information documents for organizing a major event.
  • Obtain written agreement from the site owners or managers for the proposed sites.
  • Once site occupation authorizations are obtained, provide the mandatory documents required for the file.
  • Gather any complementary supporting documents and attach them to the dossier if desired.
  • Send the complete file by email to GrandsEvenements@ville.quebec.qc.ca in a single email; files larger than 10 MB must be sent through an online file-transfer service with the link included.

Processing and Agreement

  • Submission does not guarantee acceptance.
  • The file is processed once it is complete and received within the prescribed time limits.
  • If eligible, the project is analysed for opportunity and feasibility in line with municipal orientations and subject to available funds and resources.
  • The final support decision may be made by the executive committee, the municipal council, or the agglomeration council, depending on jurisdiction.
  • After the final resolution, the organization must sign an agreement with the City and the subsidy is paid according to that agreement.
