  • Municipal regional county municipalities (MRCs) responsible for local roads in unorganized territories
  • Some municipalities, cities, and agglomerations with MRC powers for planning streams

  • Municipalities over 100,000 residents, where excluded
  • Municipalities not eligible under the specific stream
  • Projects on ineligible road networks or non-eligible works

Eligible expenses

  • Direct costs for eligible work
  • Incidentals up to 20% of direct costs
  • Non-recoverable taxes
  • For some streams, professional fees, studies, and site supervision

Ineligible Costs and Activities

  • Work started before approval or before the announcement date, where prohibited
  • Routine maintenance-only work
  • Asphalting gravel roads in the restricted streams
  • Projects on roads or infrastructure that are not eligible under the stream
  • Costs linked to ineligible contractors or financing fees, where specified
