Documents Needed

  • The online application form in PES
  • A municipal council resolution that matches the Redressement – Sécurisation model and is approved by council
  • Plans and specifications signed and sealed by an engineer who is a member of the OIQ, plus the excerpt from the five-year or three-year intervention plan or the municipal road safety prioritization table showing the work to be done
  • The completed financial aid calculation grid, with one of the following calculation sources: a detailed cost estimate, a detailed service offer, or the contractor bid form
  • Identified photos of the site before the work, and any required technical or economic documents justifying changes to the schedule or nature of the works, or culvert replacement justification documents when applicable

Eligibility

Who is eligible?

  • Municipalities with fewer than 100,000 residents
  • Regional county municipalities (MRCs) responsible for local roads in their unorganized territories
  • Former regrouped municipalities with 100,000 residents or fewer on 31 December 2001, for retaining wall and footbridge projects with the Ministry of Transport and Sustainable Mobility
  • Municipalities may submit a joint application in accordance with the program modalities

Eligible expenses

  • Direct costs
  • Incidentals up to 20% of direct costs
  • Non-recoverable taxes

Ineligible Costs and Activities

  • Works started before the date of the financial aid announcement letter
  • Works located outside the local road network of levels 1 and 2, except projects coming from a safety plan
  • Works aimed only at road maintenance, meaning preventive and palliative interventions
  • Asphalting gravel roads

How to apply

  • Submit the request through the Prestation électronique de services (PES) online application
  • Attach all required documentation to the application
  • Submit the request to the Ministère des Transports et de la Mobilité durable before the deadline

Processing and Agreement

  • Successful applicants are informed by a signed announcement letter
  • Applicants not selected receive a refusal letter stating the reasons, and projects refused for budget reasons may be resubmitted in a future call
  • After the works are completed, the beneficiary must submit the final accountability documents required by the Ministry
  • By 31 January each year, beneficiaries must submit an annual progress statement covering work progress and costs incurred as of 31 December
  • The Ministry may request additional documents related to financing, contract award, or government authorizations
