Eligibility

Who is eligible?

  • Rural or semi-rural regional county municipalities (MRCs)
  • Two cities and two agglomerations exercising certain MRC powers
  • The Gouvernement régional d’Eeyou Istchee Baie-James and all of its component localities, including the city of Chibougamau

Who is not eligible

  • Local municipalities
  • Cities with more than 100,000 inhabitants
  • Ville de Mirabel
  • MRCs whose territory is included more than two-thirds in the Communauté métropolitaine de Montréal and that were not covered by the territory of application of the Politique nationale de la ruralité 2007-2014
  • Indigenous communities, namely reserves and establishments within the meaning of the Indian Act or the Loi sur les Naskapis et la Commission crie-naskapie, that have no local road network of levels 1 and 2

  • Travel expenses
  • Costs of a contract with a technical or professional services provider

Ineligible Costs and Activities

  • Costs for goods or services purchased from an enterprise listed in the Register of Enterprises Ineligible for Public Contracts (RENA)

  • The proposed approach for the seven steps of the plan
  • The methodology for road auscultation and inspection of culverts, structures and other road assets
  • The quality assurance procedure
  • Compliance with the guide and program requirements
  • The realism of the project costs

How to apply

  • Step 1: Prepare the application
    • Gather the required documents.
    • Complete the form and council resolution.
  • Step 2: Submit online
    • Use the PES online service to file the application.
    • Upload the required documents with the application.
  • Step 3: Follow up on the file
    • Use the file number and phone number to track the request in PES.
    • Provide any missing documents if requested.
  • Step 4: Receive the decision
    • The Ministry sends the acceptance or refusal notice by email.
    • If approved, follow the required reporting and approval steps.

Processing and Agreement

  • The file must be complete, understandable, and based on exact data; otherwise the applicant must correct the deficiencies within the time given.
  • The Ministry may request any other information it considers necessary to evaluate the request.
  • When the detailed provisional work plan is compliant, the Ministry informs the beneficiary of acceptance.
  • The beneficiary can then award the contract or begin preparing the intervention plan.
  • When the provisional intervention plan is compliant, the Ministry informs the beneficiary of acceptance and the plan is then submitted to the council for adoption.

Additional information

  • The program includes a three-step funding process: start-up, development, and approval.
  • A council resolution is required for the application and for final accountability.
  • The Ministry may request additional information or documents during review.
  • Visibility requirements apply under the government’s visibility protocol.
