- Rural or semi-rural regional county municipalities (MRCs)
- Two cities and two agglomerations with certain MRC powers
- the Eeyou Istchee Baie-James Regional Government and its component localities

- Local municipalities that are not eligible under the program
- Cities with more than 100,000 inhabitants
- Communities without eligible local roads
- Non-municipal public bodies not covered by the program

- Municipal employee salaries related to the project
- Travel expenses
- Fees for technical or professional services
- Printing costs for required documents
- Equipment rental costs

- General administrative and operating costs
- Salaries of staff not assigned to the plan
- Refunded taxes
- Purchase of Ministry documents available from Publications du Québec
- Costs unrelated to the program
