IFI grants are targeted towards Indigenous communities and entities holding collective Indigenous and Treaty rights under Section 35 of the Constitution of Canada (1982). For contributions funding, a wider range of Indigenous and non-Indigenous entities working with or on behalf of Indigenous partners are eligible.

History and Budget
The IFI was first announced in June 2017 as part of the Softwood Lumber Action Plan, with an initial $1 million/year on-going budget and an additional $10 million in funding over three years. In Budget 2019, the program was expanded with an additional $15.6 million over three years. In September 2023, a further renewal was announced, providing a three-year $16.6 million funding, including $13 million allocated directly to community investments.
