Eligibility
- The company must operate in the Bas-Saint-Laurent, Côte-Nord, or Gaspésie–Îles-de-la-Madeleine regions.
- The applicant must obtain an initial certificate from Investissement Québec, demonstrating the potential to create at least three full-time jobs in an eligible region within a reasonable period.
- The business must carry out eligible activities as defined for the relevant region, such as marine biotechnology, mariculture, manufacturing or processing of slate or peat, wind energy production, seafood product transformation, or recreation and tourism (in specified locations).
- The company must obtain an annual certificate of recognized enterprise activities and an attestation for eligible employees from Investissement Québec.

- Businesses involved in the manufacturing or transformation of finished or semi-finished products from slate or peat
- Organizations in the wind energy production and wind turbine manufacturing sector (specific to Gaspésie–Îles-de-la-Madeleine and MRC de La Matanie)
- Enterprises specializing in seafood processing (certain regions only)
- Companies operating in the recreational tourism sector (Îles-de-la-Madeleine only)
Who is not eligible
- Companies engaged in recreational tourism activities outside the Îles-de-la-Madeleine are not eligible.
- Companies conducting manufacturing activities outside the Gaspésie–Îles-de-la-Madeleine region are not eligible.
- Businesses involved in the production of wind energy or wind turbine manufacturing outside the Gaspésie–Îles-de-la-Madeleine and MRC de La Matanie are not eligible.
