Who is not eligible
- Potable water utility projects.
- Projects for household, washing, or toilet use only.
- Applicants that cannot demonstrate agricultural water use.
Eligible expenses
- Permit, licence, and consultant or engineering fees.
- Groundwater test holes, well drilling, dugouts, trenching, piping, pumps, plumbing, and permanently installed water storage tanks.
- Permanent fencing, watering appliances, and related installation or freight.
- Power infrastructure, solar or wind watering systems, and water monitoring equipment.
- In-kind labour and machinery/equipment, plus connection fees for non-potable rural water utilities or community water development infrastructure.
Ineligible Costs and Activities
- Projects started before October 1, 2022, or invoices not issued in the applicant’s name.
- Potable water utility connections and water used only for household, washing, or toilet needs.
- Generators, gas or diesel pumps, standalone solar livestock pumps, water meters, and water quality treatment systems.
- Undersized or non-permanent water storage tanks, above-ground pipelines, and non-permanent fencing.
- Land purchase, easements, taxes, financing or legal fees, repairs and maintenance, used or inventory materials, in-kind freight or applicant-owned materials, and costs already funded elsewhere.

- Applications are reviewed for eligibility and required approvals.
