Overview
The Financial Assistance for Large-Scale Northern Projects program provides non-repayable grants of at least $200,000 per project, with total program funding of $60 million between 2023 and 2028 and a maximum contribution of one-third of project costs. The program supports significant projects in Quebec’s northern region that enhance connectivity, leverage economic strengths, stimulate community vitality, or preserve the unique environment, and is open to a range of public, community, and private sector organizations.
Financing terms and conditions
- Total program funding of $60 million available for projects between 2023 and 2028.
- Minimum financial assistance per project is $200,000 from the Société du Plan Nord.
- Maximum financial assistance cannot exceed one-third (33%) of the total project value.
- The combined total of government aid cannot be more than 80% of eligible project costs.

Eligibility
- The applicant must be legally constituted in Quebec or Canada and have a head office or establishment within the northern Quebec territory north of the 49th parallel.
- Eligible applicants include incorporated non-profit organizations, cooperatives, mutuals with activities similar to non-profits, Indigenous band councils or recognized community groupings, northern village corporations and landholding corporations, government ministries or agencies, municipalities, MRCs, municipal domain organizations, regional administrations (Baie-James, Kativik, Cree Nation, Eeyou Istchee Baie-James), and legally constituted businesses (excluding retail businesses and publicly traded companies).
- The project must be carried out in northern Quebec (north of the 49th parallel) or benefit communities or enterprises located there.
- The applicant must have sought complementary funding from at least one local/regional government structure and one qualified Quebec or Canadian government program.
- The project must contribute to at least one of the priorities identified in the Northern Action Plan, such as enhancing territorial connectivity, leveraging northern economic strengths, supporting community vitality, or preserving the unique environment.

- Cooperatives
- Mutuals with activities similar to those of NPOs
- Band councils of recognized Indigenous communities or groupings of such communities
- Corporations of northern villages, northern villages, and Inuit landholding corporations
- Government ministries or public organizations
- Municipalities, regional county municipalities (MRCs), and other municipal sector organizations
- Regional administrations (Administration régionale Baie-James, Administration régionale Kativik, Government of the Cree Nation, Government of Eeyou Istchee Baie-James)
- Legally incorporated businesses in Quebec or Canada with a head office or establishment in the northern territory
Who is not eligible
- Retail businesses.
- Publicly traded companies.

- Projects taking place north of the 49th parallel in Québec (northern Québec territory)
- Communities or businesses established on the northern Québec territory north of the 49th parallel
Selection criteria
- Alignment with at least one of the four orientations of the Plan d’action nordique 2023-2028: increasing territorial connectivity, leveraging northern economic strengths, stimulating community vitality, or preserving the unique environment.
- Demonstration of adherence to the five guiding principles of the Société du Plan Nord: addressing local priorities, enhanced cooperation with local communities and Indigenous peoples, leveraging partner contributions, implementing concrete and structuring actions, and fostering synergy within sustainable development axes.
