- Costs incurred before signing an agreement with Northern Development.
- Routine repairs, maintenance, and administration costs.
- Planning, design, engineering, environmental review, and tender preparation costs.
- Construction equipment purchases, land or building purchase or lease costs, and marketing.

- Reporting obligations continue after funding is paid.
