Overview
The Economic Infrastructure Program offers up to $300,000 in grant funding to support major infrastructure projects that enhance local and regional economies in central and northern British Columbia. Eligible activities include the development or upgrade of public multi-use facilities and capital investments such as airports, greenhouses, energy diversification, and industrial park development.
Financing terms and conditions
- Grant funding of up to $100,000, covering a maximum of 70% of the eligible project budget.
- Grant funding of up to $300,000, covering a maximum of 50% of the eligible project budget.
Activities funded
- Construction or enhancement of public multi-use facilities.
- Capital investments in airports.
- Development or expansion of commercial greenhouses.
- Implementation or upgrade of communications infrastructure.
- Projects focused on energy diversification.
- Upgrading commercial buildings.
- Development of industrial parks.
Eligibility
- The applicant must be located within Northern Development's service region in central and northern British Columbia.
- Eligible applicants include local governments, registered not-for-profit organizations, registered First Nation bands, and wholly owned First Nation development corporations.
- The project must involve major infrastructure initiatives that strengthen the local or regional economy.
- The project must support public multi-use facilities or capital investments that drive revenue and job creation.
- The application must identify four key deliverables, including projected job creation and revenue generation.

- Local governments
- Registered not-for-profit organizations
- Registered First Nation bands
- Wholly owned First Nation development corporations
Who is not eligible
- Companies or organizations located outside Northern Development’s service region (central and northern British Columbia).
- Private businesses that are not registered not-for-profits, local governments, First Nation bands, or wholly owned First Nation development corporations.
- Entities applying for projects that would displace any level of government from its core obligations (e.g., infrastructure projects such as paving, sidewalks, sewer/water).
Eligible expenses
- Capital expenditures directly related to the project.
- Contractor fees for project work.
- Incremental third-party project management fees.
- Rental costs for tools and equipment used during construction.
- Wages for direct project labour (with appropriate documentation).
- Employer contributions to CPP, EI, and pension (up to the stated maximum).
- PST (Provincial Sales Tax) related to eligible project costs.
- In-kind (volunteer) labour contributions (valued at the set hourly rates and properly documented).
- Internal equipment use (heavy equipment or machinery owned by the applicant, calculated and documented at the allowed hourly rate).
- Monetized donations (donated materials, equipment, or services from third parties, with documented confirmation and receipts).

- Applicants must be located within Northern Development’s service region in central and northern British Columbia.
Selection criteria
- Strength of the application, including completeness and supporting documents.
- Clarity and measurability of four key deliverables, specifically job creation and revenue generation.
- Applicant's and Northern Development's financial contribution levels to the project.
- Strategic impact factors, such as projected job creation, revenue generation, community support, and alignment with community plans or priorities.
- Demonstrated plan for ongoing asset operation, maintenance, and sustainability.
How to apply
- Step 1: Selection of the Grant Program
- Access the Active Programs menu and select the Economic Infrastructure Program.
- Step 2: Entering Applicant and Project Information
- Provide the required information about your organization (pre-filled if already registered).
- Indicate the name, description, start and end dates, as well as the project's milestones if applicable.
- Step 3: Preparing the Budget and Identifying Funding Sources
- Complete the detailed project budget and attach quotes or bids if applicable.
- Indicate the amount requested from Northern Development and list all other funding sources.
- For each confirmed source, attach the corresponding confirmation document.
- Step 4: Uploading Supporting Documents
- Attach all required documents, including the completed application form, the detailed budget, the certificate of incorporation (if applicable), annual financial statements, "before" photos, the local or Indigenous government support resolution, and any relevant optional documents (letters of support, quotes, business plan, capital plan, etc.).
- Step 5: Demonstrating Strategic Factors and Key Deliverables
- Describe the asset management, its impact on operational costs, its environmental contribution, and its alignment with community strategic plans.
- Specify the mandatory and additional deliverables such as job creation, revenue generation, and other relevant indicators.
- Step 6: Submitting the Application Online
- Electronically submit the application form and all supporting documents via the online application system before the submission deadline.
Additional information
- Reporting requirements vary depending on the grant amount, with ongoing deliverables reports required after project completion.
- Applicants must provide "before" photos as part of their application documentation.
- Only completed applications with all supporting documents submitted electronically through the Online Application System will be reviewed.
- Applications received after the intake deadline will be moved to the next funding cycle for consideration.
