Eligible expenses
- Professional fees for studies needed to carry out the project, up to 5 years old at the time of application
- Professional fees and technical costs linked to eligible interventions, including travel expenses
- Construction work, including new construction, transformation, requalification, development, expansion, renovation, and restoration
- Acquisition and installation of furniture or integrated and non-integrated equipment, fire protection systems, identification plaques, and architectural integration
- Net taxes on eligible expenses
Ineligible Costs and Activities
- Works on a building that are not admissible interventions
- Projects financed under another Ministry program or a cultural development agreement
- Projects financed under programs administered by the Conseil du patrimoine religieux du Québec
- Work carried out by the applicant, its staff, or a related or dependent person
- Costs related to financing, donations, in-kind contributions, recurrent operating or maintenance costs, and refundable taxes
Selection criteria
- Relevance of the project, including its fit with sectoral and regulatory standards, ministry directions, and territorial or sectoral issues
- Quality of the project, including budget realism, organizational and financial capacity, impact on operating budget, and alignment with architectural quality principles
- Expected impacts, including accessibility of the property, universal accessibility, and services offered to users
How to apply
- Complete the application online in di@pason.
- Submit the application during the opening period for Substream 3.2 indicated in the program calendar.
- Attach the required information and documents to the application form.
Processing and Agreement
- The Ministry evaluates eligible applications through an internal advisory committee and may limit the number of selected projects to respect the available budget.
- The project file must be complete, understandable, and based on accurate data to be analyzed.
- The final accountability report must be submitted within 3 months after the end of the project.
- The Ministry may visit the project site and verify the use of the aid at any reasonable time.
- The Ministry may request reimbursement in case of non-compliance with authorization or funding conditions.
Additional information
- The program applies to requests whose announcement letter date falls within the program period.
- The program period begins on the date of its approval by the Conseil du trésor and ends on 31 March 2028.
- For Substream 3.2, projects with construction budgets related to the cultural infrastructure of 5 M$ or more require an architecture competition, except for projects located north of the 49th parallel.
- For Substream 3.2, the project phase must be completed within 36 months after the announcement letter date, unless the Ministry authorizes another deadline in an exceptional situation.
