Eligible expenses

  • Purchase, repair, installation, professional fees, and net taxes for eligible movable property or non-integrated equipment, depending on the substream
  • Studies and professional opinions required for project planning, including technical audit, functional and technical program, and archaeological potential opinion
  • Construction, renovation, restoration, requalification, expansion, and related professional and technical fees for eligible building projects
  • Architecture competition costs, relocation and storage costs, decontamination, identification plaque, and exterior development costs for eligible building projects
  • Fire protection and extinguishing systems, durable building certification, and archaeological interventions when eligible

Ineligible Costs and Activities

  • Projects financed under another program of the Ministère, or under a development agreement, and for some substreams, programs administered by the Conseil du patrimoine religieux du Québec
  • Work performed by the applicant, the applicant’s staff, the owner, or a related or dependent person
  • Costs related to an enterprise listed in the Registre des entreprises non admissibles aux contrats publics, costs covered by insurance, and non-directly related costs
  • Recurring operating, exploitation, maintenance, financing, donation, in-kind contribution, and reimbursable tax costs
  • For the movable-property substreams, administrative equipment, office supplies, and vehicles for transport are ineligible; for the building substream, new construction, reconstruction, relocation, and several operating-related costs are ineligible

Selection criteria

  • Relevance of the project, including the soundness of the need and compliance with sectoral and regulatory standards
  • Project quality, including budget realism, organizational and financial capacity, and adequacy to the issues identified
  • Expected impacts, including accessibility, universal accessibility, and services offered to users
  • For movable-property substreams, alignment with ministerial orientations and territorial or sector issues is assessed
  • For the building substream, integration in the environment, contribution to heritage preservation, and architectural quality are assessed

How to apply

  • Submit the application online through di@pason.
  • Use the application period for the relevant substream as indicated in the program calendar.
  • Upload or join the required supporting information and documents to the application form.

Processing and Agreement

  • After submission, the Ministère evaluates applications through an internal advisory committee and may select only a limited number of projects within the available budget.
  • For eligible projects, the Ministère performs validations or grants approvals at each planning or implementation stage before the next stage can proceed.
  • For Volet 3.2, the Ministère may require biannual progress reports.
  • The final accountability report must be produced by the beneficiary no later than 3 months after the end of the project.
  • The Ministère may visit the project site and request repayment in case of non-compliance with authorization or grant conditions.

Additional information

  • The program application period begins on the date of approval by the Treasury Board and ends on March 31, 2028.
  • For Volet 3.2, the project phase may begin on the date of signing of the announcement letter and must be completed within 36 months.
  • For Volet 3.1, the project phase may begin on the date of signing of the announcement letter and must be completed within 18 months.
  • For Volet 3.2, an architecture competition is required for any project with a construction budget of $5M or more, except projects located north of the 49th parallel.
