Eligible expenses

  • Purchase of a movable asset to replace an obsolete or defective asset, including delivery costs
  • Parts and labour for the repair and installation of a movable asset or equipment
  • Professional fees directly related to the project, including travel expenses
  • Net taxes, excluding the reimbursed portion, on eligible expenses

Ineligible Costs and Activities

  • Expenses incurred before the signing of the announcement letter
  • Projects funded under another Ministry program
  • Costs from suppliers listed in the Registre des entreprises non admissibles aux contrats publics
  • Recurring operating, exploitation, or maintenance costs
  • Administrative equipment and material costs, and retail-space equipment and material costs

Selection criteria

  • Relevance of the project, including the soundness of needs, urgency, and alignment with ministerial orientations
  • Quality of the project, including budget realism, organizational and financial capacity, and alignment with identified deficiencies
  • Expected outcomes, including accessibility of the asset and services offered to users

How to apply

  • Submit the application online through di@pason
  • File the application during the opening period of Substream 2.1
  • Attach the signed Conditions d’octroi de l’aide financière document, the filled and signed budget de projet équipement, the project schedule, and the resolution confirming the requested amount

Processing and Agreement

  • The Ministry reviews applications through an internal advisory committee and its state-owned companies
  • Selection is limited as needed to fit the available budget envelope
  • The realization phase begins on the date of the announcement letter
  • The project must be completed within 18 months of that date, unless the Ministry authorizes a different deadline in an exceptional situation
  • The beneficiary must keep the acquired movable assets for at least 3 years after the announcement date
  • If the movable assets are alienated before 3 years, part of the aid must be reimbursed according to the applicable schedule

Additional information

  • The program includes four substreams: Substream 2.1, Substream 2.2, Substream 3.1, and Substream 3.2.
  • Applications are submitted online through di@pason.
  • The Ministry may limit the number of selected projects to respect the available budget envelope.
  • For the target substream, the application period is from 7 September to 1 October 2026 at 16 h 30.
