Eligibility

Who is eligible?

  • Unions representing workers in Red Seal trades.
  • Organizations managing training trust funds for Red Seal trade unions.
  • Training providers offering technical training for Red Seal apprentices.

Who is not eligible

  • Organizations located in Quebec.
  • Organizations operating in Alberta must meet provincial authorization requirements before signing an agreement.

Eligible expenses

  • Training equipment and materials, including refurbished items that meet industry standards.
  • Shipping and delivery of equipment and materials.
  • Installation of equipment, including electrical upgrades needed to make it operational.
  • Data collection and reporting of results.
  • Staff wages or professional fees for reporting, up to $3,900 per project.

Ineligible Costs and Activities

  • Used equipment or equipment leases.
  • Training program development and delivery costs.
  • Site preparation, maintenance, warranties, storage, and facility renovations.
  • Classroom setup costs and participant costs.
  • Real property purchases such as land or buildings.

Eligible geographic areas

  • Canada, except Quebec.
  • Organizations operating in Alberta must comply with the Provincial Priorities Act.

Processing and Agreement

  • Applications are assessed as they are submitted.
  • ESDC may request missing information and applicants must respond within 5 business days.
  • Applicants are notified by email of the decision.
  • No project activities or purchases can start before the funding agreement is signed.
  • Not all applications are funded and decisions are final with no appeal process.

Additional information

  • The application process is ongoing, with no specified closing date for submissions. This means that applications can be submitted and evaluated continuously.
  • Funding decisions are made continuously and may take four to six months from the date of application submission.
  • If the application is incomplete, the applicant will be contacted via email and will have five business days to provide the missing information. Failure to provide the requested information within this period may result in the rejection of the application.
  • An acknowledgment of receipt and a tracking number will be provided immediately if the application is submitted via the SELSC platform.
  • For tax reimbursement from the Canada Revenue Agency for the purchase of equipment and materials, the reimbursed amount should be deducted from the total project cost. It is the responsibility of the applicant to apply for this reimbursement.
  • The priority will be given to projects proposed by organizations that do not receive funding more than once per fiscal year, even though eligible organizations may submit multiple applications within a fiscal year.
  • All forms and support documents should be in PDF format, and applicants must use an up-to-date PDF reader for forms.
  • Equipment purchased must meet industry standards and only refurbished equipment meeting these standards is eligible; used equipment is not eligible.
  • Projects are subject to financial limitations and not all applications will be funded, even if they meet the baseline requirements.
