Canada Periodical Fund — Special Measures for Journalism

• The Special Measures for Journalism component application form
• A marked-up copy of the last regular issue of the publisher’s fiscal year
• The most recent regular issue as of the application deadline
• The founding documents if the applicant has never submitted a funding application to Canadian Heritage or if there has been a change in the organization
• A voided cheque or a Direct Deposit Enrollment Request form if the organization has not received funding from Canadian Heritage in the last two years

Who is eligible?

• Publishing firms producing print magazines and print (non-daily) community newspapers
• Publishing firms with either free circulation or a low level of paid circulation
• Private-sector entities, including corporations, not-for-profit organizations, partnerships and sole proprietorships

Who is not eligible

• Periodicals currently receiving Aid to Publishers — Canada Periodical Fund funding for the same funding cycle
• Digital-only periodicals
• Daily newspapers
• Non stand-alone periodicals or inserts to newspapers
• Newsletters

Eligible expenses

• Creation activities, including writing, editing, photography, illustration, and design
• Production activities, including prepress and printing
• Marketing
• Distribution
• Website development and enhancement, including content development and improvements to site architecture and functionality

Ineligible Costs and Activities

• Dividends, bonuses, or other extraordinary compensation to shareholders or owners
• Remuneration of persons who are neither Canadian citizens nor permanent residents
• Remuneration of persons who do not create original content
• Volunteer services, employee benefits, in-kind contributions, travel expenses, operating and management costs

Eligible geographic areas

• Canada

• Clear objectives and measurable results
• Share of total editorial expenses incurred during the year
• Compliance with conditions of any previously funded periodical

• Read the 2026-2027 Application Guidelines — Special Measures for Journalism in their entirety.
• Create or access a Canadian Heritage Funding Portal account and apply online for Canada Periodical Fund – Special Measures for Journalism.
• Submit the supporting documents via the Portal.

• Your application, including all required documents, must be submitted electronically through the Canadian Heritage Funding Portal.
• Your online application must be submitted by 4:00 pm ET on the deadline established by the Program.
• An acknowledgement of receipt will be sent by email automatically following submission.
• Your application is reviewed and assessed based on the program's eligibility requirements.
• Funding will be allocated proportionally based on eligible editorial expenses of each eligible periodical.
• Funding decisions regarding eligibility and funding amounts are final.

• Applications must be submitted by June 15, 2026, 8 am, to July 13, 2026, 4 pm Eastern Time (ET).
• Additional information and documents such as financial statements or additional issues may be requested to determine eligibility.
