  • Organizations that failed to meet obligations under previous public financial assistance

Eligible expenses

  • Event preparation and management costs.
  • Programming costs.
  • Promotion, marketing, and communication costs.
  • Costs of managing the site where the event takes place and the facilities.
  • Costs of products intended for resale, travel expenses, salaries and employee benefits for the promoter’s human resources related to the event, audited in-kind sponsorships, and costs related to sustainable and responsible development obligations.

Ineligible Costs and Activities

  • Capital projects
  • Working capital, debt service, operating losses, capital losses, and capital buyouts
  • Costs and activities unrelated to the event

Selection criteria

  • Component 1: number of participation days made by tourists, proportion of participation days made by tourists outside Quebec, attractiveness index of the festival or event, and economic benefits.
  • Component 2: proportion of participation days made by visitors, proportion of expenses allocated to the customer experience out of total expenses and, for eligible costs of 1 000 000 $ or more, total attendance.
  • Component 3: elements supporting the growth or development of the event, elements of innovation, and elements that promote an increase in revenue.
  • Component 4: opportunity to generate additional tourism revenue, potential to increase Quebec’s visibility and reach, complete financing package, and financial viability of the project.
  • Component 4: potential attractiveness to tourism clientele, origin of the tourism clientele, and potential visibility of the event on the national or international stage.
