Eligibility

Who is eligible?

  • For-profit organizations (FPOs) and nonprofit organizations (NPOs)
  • Cooperatives
  • Municipal entities
  • Indigenous communities or nations recognized by the National Assembly
  • Any grouping of the above-mentioned entities

Who is not eligible

  • State-owned corporations, ministries and agencies of the Quebec or Canada governments
  • Businesses registered in the Register of Enterprises Ineligible for Public Contracts (RENA)
  • Organizations that, during the two years preceding their application under the program, have failed to meet their obligations when previously granted financial assistance
  • Organizations that do not meet the public's high standards of integrity with respect to a beneficiary of financial assistance from public funds

  • Promotion, marketing and communications costs
  • Venue and facility management costs for the event
  • Costs of products intended for resale, travel expenses, salaries and employee benefits of the promoter's human resources related to the event, audited sponsorships in goods and services, and costs related to sustainable and responsible development obligations

Ineligible Costs and Activities

  • Capital projects and infrastructure costs.
  • Working capital, debt service, operating losses, and capital losses.
  • Activities and costs not directly related to the event.

Selection criteria

  • Component 1: number of participation days by tourists, proportion of participation days by tourists outside Quebec, attractiveness index and economic benefits
  • Component 2: proportion of participation days by visitors, proportion of spending allocated to the customer experience, and total attendance for eligible costs of 1 000 000 $ or more
  • Component 3: elements supporting the event's growth or development, innovative elements, and elements helping increase revenue
  • Component 4: opportunity to generate additional tourism revenue, increase Quebec's awareness and reach, attractiveness and visibility potential, complete financing structure and financial viability of the project
  • The data collected for each indicator are compared with the group average, then weighted to determine the performance index

How to apply

  • Step 1: Review the program guidelines and application requirements
    • Consult the Ministry of Tourism guidelines on the funder’s website.
    • Confirm the stream and intake period that apply to your event.
  • Step 2: Prepare the application package
    • Complete the web application form on the Aide financière portal.
    • Prepare the required supporting studies and budget documents.
  • Step 3: Submit the application online
    • Access the Ministry of Tourism financial aid portal.
    • Upload the completed form and supporting documents.
    • Submit the file during the official application period.

Processing and Agreement

  • Applications are reviewed by the Ministry of Tourism under its management framework.
  • For Streams 1 and 2, only complete applications submitted during the official intake period are reviewed.
  • Funding is not guaranteed, even if eligibility requirements are met.
  • Approved projects are supported under a funding agreement.
