- Organizations that, during the two years preceding their application under the program, have failed to meet their obligations when previously granted financial assistance
- Organizations that do not meet the public's high standards of integrity with respect to a beneficiary of financial assistance from public funds

- Component 1: number of participation days by tourists, proportion of participation days by tourists outside Quebec, attractiveness index and economic benefits
- Component 2: proportion of participation days by visitors, proportion of spending allocated to the customer experience, and total attendance for eligible costs of 1 000 000 $ or more
- Component 3: elements supporting the event's growth or development, innovative elements, and elements helping increase revenue
- Component 4: opportunity to generate additional tourism revenue, increase Quebec's awareness and reach, attractiveness and visibility potential, complete financing structure and financial viability of the project
- The data collected for each indicator are compared with the group average, then weighted to determine the performance index
