Overview
The Aid Measure for the Decarbonization of Quebec's Industrial Sector (MADI) offers financial support from a total budget of $48 million to industrial and mining sector companies subject to the RSPEDE for projects that reduce greenhouse gas emissions. Eligible activities include techno-economic studies, GHG reduction projects, and technological innovation initiatives aimed at decarbonization.

Eligibility
- The applicant must be an industrial company subject to the Regulation respecting a cap-and-trade system for greenhouse gas emission allowances (RSPEDE) in Quebec.
- The company must have been subject to the RSPEDE in 2020, in the manufacturing or mining extraction sectors.
- The project must aim to reduce greenhouse gas (GHG) emissions, such as through energy efficiency improvements, energy conversion, reduction of fixed process emissions, or technological innovation.
- If applying for a GHG reduction or technological innovation project, the initiative must be identified in a technico-economic potential (PTE) study conducted or updated within five years of the funding application.
- The project must be carried out at or for the benefit of an RSPEDE-regulated industrial facility located in Quebec.
Who is eligible?
- Industrial sector companies subject to the Regulation respecting a cap-and-trade system for greenhouse gas emission allowances (RSPEDE)
- Enterprises in the manufacturing sector subject to the RSPEDE in 2020
- Enterprises in the mining extraction sector subject to the RSPEDE in 2020
Who is not eligible
- Companies not subject to the Regulation respecting a cap-and-trade system for greenhouse gas emission allowances (RSPEDE).
- Firms operating outside the manufacturing or mining extraction sectors covered by RSPEDE in 2020.
Eligible expenses
- Costs related to conducting or updating techno-economic potential studies for reducing greenhouse gas (GHG) emissions.
- Expenses for implementing GHG emission reduction projects identified in eligible studies.
- Costs associated with technological innovation projects aimed at reducing GHG emissions, including pilot testing and demonstration.

How to apply

Express interest and receive confirmation
- Inform the Ministry of your interest in receiving the available financial aid
- Receive a confirmation letter from the Ministry confirming the award of funding

Sign agreement with the Ministry
- Sign an agreement with the Ministry following the receipt of the confirmation letter

Prepare and complete required documents
- Consult the Issuer’s Guide for detailed procedures
- Prepare the required documents according to the project type (study, reduction, or innovation)
- Complete the appropriate sections of the Project Submission Form
- If required, complete the Project and Monitoring Plan

Submit application to the Ministry
- Submit all required documents and forms to the Ministry by September 1, 2025
Additional information
- The application deadline has been extended to September 1, 2025.
- All deliverables required for final disbursement of financial assistance must be submitted before March 1, 2027.
- The eligibility period for expenses has been extended to December 31, 2026.
- Funding allocation is based on the GHG emission reduction efforts from 2020 to 2023.
