- The applicant must be and remain a veterinarian licensed to practice veterinary medicine in Ontario.
- The applicant must be newly licensed to practice in Ontario within five years from the date of application to the program.
- The applicant must be self-employed or work as an associate/staff veterinarian in a veterinary clinic.
- The applicant must work in a full-time capacity at a food animal or mixed animal practice that services food animals.
- The applicant must work or provide services to food animals in an underserviced area in Ontario.
- The applicant must provide in-person service, regular on-farm service, and/or emergency on-farm service to an underserviced area or an additional underserviced area.
- The applicant must submit a completed application form to the Agricultural Adaptation Council (AAC) in accordance with the specified guidelines.
- The applicant must provide the AAC with attestations regarding the type and location of the practice and how the location is servicing underserviced clients in specific species.
- The applicant must provide annual attestations for the duration of the program concerning the type and location of the practice.
- The applicant must inform the AAC immediately of any changes in employment status.
- The applicant must agree to be bound by the terms and conditions of the program.
- The applicant must not have lost their eligibility to participate in the program under specific sections of the guidelines.

- Applications are evaluated on a first-come, first-served basis.
- Priority is given to Licensed Veterinarians who are most Newly Licensed and servicing an Underserviced Area.
- Priority is also given to Licensed Veterinarians who are most Newly Licensed and servicing an Additional Underserviced Area.
- Applications from Licensed Veterinarians relocating to a Clinic in an Underserviced Area are prioritized.
- For applications reviewed after January 31, 2024, consideration is given to Licensed Veterinarians currently servicing an Underserviced Area.
- For applications reviewed after January 31, 2024, Licensed Veterinarians currently servicing an Additional Underserviced Area are considered.
