The Law Foundation of Ontario is a province-wide grantmaking foundation dedicated to improving access to justice for people in Ontario. Funded primarily through interest on lawyers’ and paralegals’ trust accounts and other statutory sources, the foundation redistributes these resources to organizations that help the public understand and exercise their legal rights. Its portfolio includes core and project funding for a wide range of non-profits, community groups, and justice sector institutions.
The foundation focuses on funding initiatives that advance access to justice, with a strong emphasis on public legal education and information (PLEI). Grants typically support the development of plain-language legal information, outreach to communities facing barriers, and tools that help people navigate legal problems in everyday life. Other funding priorities include services and advocacy for low-income and marginalized groups, support for community and specialty legal clinics, and projects that improve fairness and effectiveness in the justice system.
Beneficiaries of the foundation’s funding include community-based organizations, legal clinics, Indigenous and racialized communities, newcomer and refugee-serving groups, and agencies working with people experiencing poverty, disability, or violence. By financing both established institutions and innovative pilot projects, the foundation aims to reach people who are least likely to get legal help through traditional channels.
The Law Foundation of Ontario offers multiple types of grants, which may include ongoing or core operating support for key partners, as well as project-based grants for time-limited initiatives. Within its access to justice mandate, it supports activities such as research, legal information resources, training for intermediaries, collaborative networks, and service delivery models that bridge legal and social supports. Application processes and eligibility criteria are outlined on the foundation’s website, guiding organizations through steps from concept development to full proposals.
The foundation is governed by a board of trustees drawn from the legal profession and the broader community, reflecting its statutory role and public purpose. It reports on its grants, revenues, and expenditures through annual reports and other public documents, highlighting funded projects and outcomes. This transparency helps applicants understand the foundation’s priorities and the types of initiatives it supports.
Beyond direct funding, The Law Foundation of Ontario acts as a convener and partner within the access to justice ecosystem. It collaborates with legal regulators, courts, bar associations, and community organizations to identify gaps in services and opportunities for systemic improvement. By combining financial support with sector knowledge and partnerships, the foundation plays a central role in strengthening public legal education and access to justice across Ontario.
