The Territorial and Sectoral Development Program – Stream 2.2 provides non-repayable government funding of up to $50,000 per project for private companies and up to $250,000 per project for other eligible applicants. Its objective is to support priority projects that drive the development of the biofood sector in targeted Quebec territories, including activities such as planning, coordination, and implementation of sectoral development agreements.

- Non-repayable financial assistance covering up to 50% of eligible project costs for private enterprises, and up to 80% for other applicants.
- Minimum financial assistance of $5,000 per project.
- Maximum financial assistance of $50,000 per project for private enterprises and $250,000 per project for other applicants.
- Additional 10% funding available for projects impacted by insularity and geographic isolation in the Îles-de-la-Madeleine.
- Total combined public funding for a project cannot exceed 80% of eligible expenses (or 90% for projects in the Îles-de-la-Madeleine); eligible private enterprises are subject to a cap of 60% (or 70% for specific regions).

- The applicant must have an active establishment located in Quebec.
- Eligible applicant types include private companies, non-profit organizations, cooperatives, municipal entities, and Indigenous communities or nations recognized by the National Assembly of Quebec.
- For private companies with 50 or more employees for a period of six months or more, they must comply with the Charter of the French Language.
- The project must contribute to the development of the biofood sector on prioritized territories and align with territorial priorities or result from territorial planning.
- All required documents must be submitted in French.

- Health and social services establishments.
- Banks, financial cooperatives, and other financial institutions.
- Companies and contractors listed in the Register of Enterprises Ineligible for Public Contracts (RENA).
- Companies that have not fulfilled obligations related to previous financial aid from the Ministry in the two years prior to a new application, after formal notice.
- Companies under orders pursuant to animal welfare legislation.
- For-profit companies with 50 or more employees over six months that do not comply with the Charter of the French Language (RLRQ, chapter C-11).
- Companies undergoing bankruptcy, insolvency, or creditor arrangement proceedings.

- Salaries of personnel directly involved in the project, proportional to actual time worked.
- Social charges related to project personnel (up to a flat rate of 26% of salary, or higher with justification).
- Communication costs associated with the project.
- Data acquisition costs necessary for the project.
- Rental or usage fees for equipment, materials, rooms, buildings, or land required for the project.
- Purchase, delivery, and installation costs of new or used equipment and materials from suppliers, with a minimum three-month warranty, up to a maximum subsidy of $100,000 per project.
- Costs related to the adaptation or improvement of buildings or land for project needs.
- Travel and accommodation expenses of the applicant and partners, as per the government’s established reimbursement rates.
- Administrative expenses up to 15% of the granted financial aid.

Review eligibility and priorities

- Determine if your project and organization meet the eligibility requirements
- Review the priorities and requirements specific to the targeted territory

Prepare and assemble documents
- Prepare required documents: completed financial aid application form, project cost and funding structure, financial statements for the past two years (except for municipalities), detailed service offer for contracts of $2,500 or more, equipment purchase quotes, letters of intent or support if applicable, and resolutions or authorizations if required
- Ensure all documents are filled out in French as required by regulations

Submit application by email
- Send all required documents in a single email to pdts.territorial@mapaq.gouv.qc.ca
- Use the contact address indicated in the program material

Receive acknowledgment and validation
- Receive an acknowledgment of receipt from the Ministry
- Respond to any requests for additional information or missing documents as needed
- Await confirmation that your application is complete and eligible, or notification of ineligibility

Project evaluation by the Ministry
- The Ministry evaluates your application based on criteria: territorial alignment, project execution quality, team expertise, technical and financial feasibility, positive sector impacts, and relevant performance indicators

Receive decision and formalize agreement
- Receive a letter from the Ministry stating approval or refusal
- If accepted, sign the financial aid agreement outlining the conditions and modalities
- If refused, receive an official letter of refusal

Request review if needed
- If necessary, submit a request for review within 20 days of receiving the decision
