Territorial and Sectoral Development Program — Updated Program Status and Application Process
The program page now shows that most sub-volets are closed, with only sub-volet 2.3 (fisheries and commercial aquaculture projects) remaining open until March 1, 2026 or until funds are exhausted. - Applicants that have failed to meet obligations after formal notice in the previous two years, or that are under creditor protection or bankruptcy proceedings
Eligible expenses
- Professional and contractual fees
- Project staff salary and the related social charges directly devoted to the project, with social charges calculated at a flat 26% of salary unless justified otherwise
- Communication and data acquisition costs
- Use or rental of materials, equipment, rooms, buildings, or land, as well as travel and accommodation expenses for the applicant and partners
- Purchase, delivery and installation of new or used equipment with at least 3 months guarantee; laboratory analysis fees
Ineligible Costs and Activities
- Costs that are not directly related to the project
- Fundamental research, applied research, experimental development, technological adaptation, new scientific or technological knowledge transfer, missions outside Quebec, representations to government or national associations, aid to enterprises, and cultivar trial and genetic improvement programming
- Activities related to production, processing, sale or services for recreational cannabis products, non-approved cannabis products, and additional cannabis products such as food ingredients, processed foods, topical products, concentrates, tinctures and capsules
- Salary costs for people working for the government or whose salary is financed by government aid; concertation agent activities already funded elsewhere; cost overruns; expenses incurred before the complete application is filed; buildings, land, vehicles, self-propelled equipment; equipment financed by instalment sale or lease
- Debt service, loan repayments, capital losses or replacements, current operating costs, GST/QST, joint plan or sales agency overhead, consumer promotion, auditor attendance at congresses or colloquia, prizes or awards, alcohol, gifts, and food for meetings except for meal breaks already covered by travel rates

Processing and Agreement
- The Ministry sends an acknowledgment of receipt when the application is submitted.
- If information or a document is missing, the Ministry sends a written request by email.
- Complete and admissible applications receive a confirmation of admissibility; incomplete applications are rejected and ineligible applications receive a notice of ineligibility and the file is closed.
- If the project is accepted, the applicant receives a funding agreement to sign; if it is not accepted, a refusal letter is sent, and expenses are eligible from the date the complete application is filed.
- A request for review may be filed within 20 working days after the communication date; changes, additions, or new documents not included in the initial application are not considered.

- At least three project calls will be launched during the program period and published on the ministry website.
- Pre-application support is available on request, but it does not guarantee admissibility or acceptance.
