- Organizations on the list of non-compliant francization businesses.
- State-owned or government-controlled companies, with limited exceptions.
- Businesses in bankruptcy or insolvency proceedings.
- Companies whose main activity is arms, fossil fuels, gambling, violent games, sexual exploitation, tobacco, or drugs.
Eligible expenses
- Building works, studies, professional fees, and sustainable development measures.
- Structural equipment purchase, delivery, installation, calibration, and specialized software.
- Furniture needed for research, lease-purchase agreements, and eligible temporary financing costs.
- Non-recoverable taxes and moving costs for users or equipment.

- Salaries and internal expenses.
- Operating, maintenance, and repair costs.
- Land purchases and land acquisition costs.
- Rental spaces and equipment for lease.
- Application preparation costs and recoverable taxes.
