Who is not eligible
- Applicants listed, provisionally or definitively, in RENA, including subcontractors listed there for project work
- Applicants on the non-compliant francisation list, or those who defaulted on obligations related to prior Quebec financial assistance in the two years before the application after formal notice
- State-owned enterprises, government-controlled enterprises, or companies majority-owned by a state-owned enterprise, except Santé Québec and Quebec health and social services institutions
- Applicants under the protection of the Companies' Creditors Arrangement Act or the Bankruptcy and Insolvency Act
- Applicants whose principal business involves controversial weapons, fossil fuels, gambling, violent games, combat sports, races, sexual exploitation, or tobacco and drug-related activities, except interventions related to cannabis and industrial hemp
Eligible expenses
- Costs of acquiring or developing research infrastructure, including applicable taxes less refundable credits
- Research equipment and components; shipping, transportation and installation; guarantees or service contracts; software licenses; laboratory furniture; essential telecommunications equipment; travel to a manufacturer, merchant, or supplier to choose the infrastructure; and initial training of principal operators
- Salaries and benefits for professional, technical and management staff, consultants, and contractors directly involved in the design, technical work, fabrication, installation, construction, or improvement of the infrastructure
- Construction or improvement of premises essential to the installation and effective use of the infrastructure
- Database acquisition, or time-limited design and development of databases usable by the project researchers
Ineligible Costs and Activities
- Land or building purchase or rental; infrastructure used mainly for teaching or health care; office furniture and supplies; internal fees for using owned infrastructure; operating and maintenance costs; consumables; and administrative costs not on the eligible list
- Remuneration of students, postdoctoral fellows, and researchers; research costs such as data collection, publication, and recruitment; and travel to conferences
- TPS and TVQ refundable amounts, and expenses incurred before project authorization except those explicitly allowed

How to apply

- Submit the application by completing the Quebec financial assistance form through clicSÉQUR – Entreprises.
- Before accessing the PSOv3 online form, the users must have been registered by the RSE.
Processing and Agreement
- All documentation produced for the FCI by the principal applicant must also be sent to MES, MSSS, and MEIE.
- The ministries issue expense authorization letters by institution based on the documents received.
- Any modification request for a Quebec co-financed project must be brought to the ministries, and approval from the responsible ministries is required.
- For multi-institution projects with more than one university, the lead university is responsible for distributing MES credits to the other universities.
