- Direct and indirect project costs.

- Research project costs, including salaries, materials, equipment, and professional fees.
- Infrastructure acquisition, development, and related costs.

- Land purchases.
- Building acquisition, construction, or expansion in project funding sections where excluded.
- Expenses incurred before the application, unless specifically authorized.
- Refundable federal and provincial taxes.
- Projects linked mainly to commercial activities, gambling, weapons, fossil fuels, sexual exploitation, tobacco, or drugs.
