Who is eligible?

• Quebec non-profit organizations in research, development, and innovation.
• Public research establishments in Quebec.
• Quebec health, education, and higher education institutions.
• Organizations supporting startups, including non-profits and social economy enterprises.
• Collaborations involving universities, colleges, public institutions, and industry.

Who is not eligible

• Organizations listed in the RENA registry.
• Organizations not compliant with francization requirements.
• State-owned or government-controlled companies, except the listed public institutions.
• Businesses mainly active in weapons, fossil fuels, gambling, violent games, sexual exploitation, tobacco, or drugs.
• Organizations under bankruptcy or insolvency protection.

Eligible expenses

• Direct and indirect project costs.
• Operating costs for eligible organizations.
• Research project costs, including salaries, materials, equipment, and professional fees.
• Infrastructure acquisition, development, and related costs.

Ineligible Costs and Activities

• Land purchases.
• Building acquisition, construction, or expansion in project funding sections where excluded.
• Expenses incurred before the application, unless specifically authorized.
• Refundable federal and provincial taxes.
• Projects linked mainly to commercial activities, gambling, weapons, fossil fuels, sexual exploitation, tobacco, or drugs.

• Economic, social, environmental, or technological impacts.
• Strategic interest of Canadian or international partnerships, when applicable.
• Performance against previous agreements and ability to collaborate.

• Step 1: Check the current call for projects
  • Review the active call information.
  • Follow the specific application instructions for that call.
• Step 2: Prepare the application
  • Prepare the project submission and required supporting documents.
  • Include the information requested by the Ministry for the relevant stream.
• Step 3: Submit the application
  • Submit the request through the project-call process.
  • Send the application according to the instructions of the active call.
• Step 4: Await review and decision
  • The Ministry reviews admissibility, analysis, and decision.
  • If selected, proceed with the funding agreement or protocol.

• Applications are reviewed by the Ministry for admissibility, analysis, and decision.
• Projects are evaluated by a committee based on program fit, relevance, quality, and impacts.
• Some measures are processed through project calls or on a continuous basis, depending on the stream.
• If approved, a funding agreement or protocol is signed before payment.
