• Health and social services network organizations

• Government-owned or government-controlled enterprises
• Organizations listed on the public contracts ineligibility register
• Organizations in bankruptcy or insolvency proceedings
• Businesses whose main activity is in controversial weapons, fossil fuels, gambling, violent games, sexual exploitation, tobacco, or drugs

• Building work, preparatory studies, and professional fees
• Strategic equipment purchase, transport, installation, and related software
• Eligible non-refundable taxes and moving costs
• Lease-purchase contracts for eligible assets

• Land purchases and building acquisition for most projects
• Operating, maintenance, and internal salary costs
• Refundable federal and provincial taxes
• Expenses incurred before project authorization, unless specifically approved

• Step 1: Preliminary review
  • The ministry assesses the project’s relevance to government priorities.
  • If relevant, the organization is invited to complete the application form.
• Step 2: Prepare the application
  • Complete the financial assistance form and required annexes.
  • Prepare the project business case and supporting planning documents.
• Step 3: Submit the application
  • Send the signed application by email to the program office.
• Step 4: Follow-up and approval
  • The ministry validates the file, then signs a funding agreement if approved.

• Applications are reviewed continuously for compliance and relevance
• The ministry may seek expert analysis before inviting the full application
• Selected projects are confirmed through a funding agreement or memorandum of understanding
• During the project, the ministry monitors progress and validates reports
• Final review confirms eligible costs and the final funding amount

• Projects are accepted on a continuous basis.
• An earlier project relevance review may be required before the application form is requested.
• Applicants may receive support before submitting an application.
