Eligibility

Who is eligible?

  • Research centers, educational institutions, and technology transfer institutions
  • Registered advisory service providers and non-profit organizations focused on knowledge transfer
  • Watershed organizations
  • Agriconseils networks and Coordination services-conseils
  • Specialized geospatial, precision agriculture, or other advanced technology firms; and groups of three to ten eligible agricultural or artisanal food-processing businesses that commit individually to the same joint project and its planned activities

Who is not eligible

  • Public bodies, state-owned corporations, and municipal entities
  • Financial cooperatives and banks
  • Applicants that do not meet French language requirements
  • Applicants listed as non-compliant with francization rules or on the public contracts register (RENA)
  • Applicants under bankruptcy or creditor protection proceedings

Eligible expenses

  • Staff salaries and external professional fees
  • Travel and lodging
  • Room, site, building, or equipment rental
  • Equipment purchase or rental
  • Communication, advertising, and information dissemination costs
  • Administrative costs up to 15%

Ineligible Costs and Activities

  • Food, beverages, and gifts for participants
  • Costs not directly related to the project
  • Costs incurred before the complete application date
  • Cost overruns claimed for additional funding
  • Building or land purchases, debt financing, ongoing operating costs, and TPS/TVQ refunds

Selection criteria

  • Applications are analyzed by a selection committee.
  • If the committee recommends acceptance and the project receives the highest score, funding may be granted if budget availability allows it.
  • When several projects are submitted on the same subject, the highest-scoring project is retained and the others are refused.

How to apply

  • Step 1: Prepare the application
    • Read the program text and applicant guide.
    • Complete the application form, financial plan, and dissemination plan.
  • Step 2: Gather required documents
    • Add the OQLF language document if applicable.
    • Add the mandatory contract form and related employment equity document if applicable.
  • Step 3: Submit by email
    • Send the required documents to the Ministry by email.
  • Step 4: Wait for the decision
    • The Ministry sends a receipt confirmation and, for eligible complete applications, an admissibility confirmation.
    • The final decision is communicated by letter or email.
  • Step 5: Sign the agreement if approved
    • Sign the funding agreement provided by the Ministry.

Processing and Agreement

  • Applications are first checked for completeness and eligibility.
  • Eligible files are reviewed by a selection committee from the Ministry.
  • A letter is sent to inform applicants of the funding decision.
  • If approved, the applicant must sign the funding agreement.
  • After funded advisory services under the Program services-conseils (PSC), a report d’intervention must be sent to the agricultural business client, including the required administrative details, discussion points, and at least one recommendation per subsidized activity.

  • The Volet 3 call for projects ended on 12 June 2026, and there is no current call for projects.
