The Support Program for Isolated Communities aims to divert residual materials from elimination in isolated areas, providing up to $1.5 million for projects with specific access challenges. Eligible activities include implementing recycling initiatives, storage infrastructure, and conducting feasibility studies.

- The financial aid is structured in two volets: Volet 1 for studies and Volet 2 for the implementation of measures in waste management.
- For Volet 1 (Studies):
- Financial assistance will be allocated in two installments.
- The first installment, amounting to 50% of the aid, is distributed after the signing of a letter of engagement or financial agreement, submission of funding confirmations, the contractor's offer signed by the promoter, and any other documentation deemed necessary by RECYC-QUÉBEC.
- The second installment (remaining 50%) is released after RECYC-QUÉBEC approves the consultant's report, receives the expense statement, the contractor’s invoice, payment proof, and other relevant documentation.
- For Volet 2 (Implementation of measures in waste management):
- Financial assistance is granted in three installments.
- The first installment, covering 50% of the aid, is provided following the signing of the financial agreement, submission of required online information, confirmation of funding resources, relevant authorizations, significant bid proposals, and an updated implementation schedule.
- The second installment (25%) is allocated after the mid-project report is approved by RECYC-QUÉBEC, along with financial expense justifications and adjustments if necessary.
- The final installment (25%) is contingent upon the final report approval, financial settlement, and completion of additional stipulations as described in the agreement.
- Specific conditions may be added at RECYC-QUÉBEC's discretion related to the disbursement process.
- The final payment is conditioned on achieving a minimum "Implementation" level recognition in the ICI ON RECYCLE+ program, except where exemptions apply.
- Financial aid can cover up to 90% of eligible expenses, with provisions for up to 100% cumulative aid from federal, provincial, or public funding sources for projects in communities with special access challenges.

- The applicant must be a municipal entity, municipal regional county (MRC), or municipal-related organization.
- Eligible applicants include band councils of Indigenous communities, Indigenous communities themselves, and Inuit village corporations.
- Non-profit organizations (NPOs) and incorporated entities are eligible to apply.
- The applicant must be located within the territories defined by the program, which include areas north of the 49th parallel, north of the St. Lawrence River, Gulf of St. Lawrence, and regions under the jurisdiction of the Société du Plan Nord.
- Applicants must have a business presence in Quebec, with the project entirely executed within the defined territory.
- The project must aim to divert maximum residual materials from disposal and must be in alignment with the program's objectives.
- Projects must involve admissible expenses occurring after the receipt of the financial aid request acknowledgment from RECYC-QUÉBEC.
- Applicants must submit all required documentation and comply with environmental regulations applicable to the project and its installations.
- The project cannot have been previously supported, wholly or partially, by RECYC-QUÉBEC programs or by the Société du Plan Nord's financial initiatives.
- The applicant must not appear on the Register of companies not eligible for public contracts (RENA).
- Government ministries and departments are not eligible but can serve as technical or financial partners.
- The application must comply with francization processes if employing more than 50 persons for at least six months.

- Applicants that have previously had a funding agreement with RECYC-QUÉBEC terminated in the two years preceding the application.
- Applicants in default of obligations to any public ministry or organization, such as those listed on a registry of contractors with unsatisfactory performance.
- Applicants in non-compliance with environmental regulations.
- Federal and provincial ministries and governmental organizations (though they may act as technical or financial partners in eligible projects).

- Purchase of supplies, equipment, or space for project realization, including storage infrastructure for project-relevant residual materials.
- Purchase or rental of pre-treatment or in-situ treatment equipment for recycling of the project-relevant residual materials.
- Costs related to data measurement (e.g., scales).
- Purchase or rental of transportation equipment directly related to the project, provided these expenses do not exceed 40% of the total admissible costs.
- Modification of the building housing the residual materials management installations.
- Communication expenses (graphics, promotional material).
- Transportation costs for residual materials for valorization purposes relevant to the project (for a maximum of 70% of admissible costs).
- Expenses related to expense verification.
- Non-reimbursable portions of GST and QST.

- Indigenous entities in the administrative regions of Mauricie, Outaouais, Abitibi-Témiscamingue, and Lanaudière.
- Areas within the city of La Tuque served by a trench landfill site.
- Areas within the Îles-de-la-Madeleine or Anticosti Island.

- Step 3: Preparing Required Documents
- Prepare the necessary documents, such as documentation proving environmental compliance and financial statements.
- Gather the required funding certificates such as the registration certificate or compliance statement.
- Prepare a financial assistance calculator to detail estimated expenses.
- Include the CV of the project manager and partners.
- Step 4: Submit the Application Online
- In the Moebius portal, completely fill out the online application form.
