The Laval Économique — Tax Credit Urban Expansion program offers a municipal property tax credit for up to $1.6 million per year over a maximum of 60 months to support new non-residential construction and major building improvements. The program aims to bolster business development and competitiveness in Laval by encouraging substantial investment in property development and expansion.
Financing terms and conditions
- Property tax credit for a maximum period of 60 months, up to $1.6 million per year.
- The credit corresponds to a percentage of the increase in property value after eligible work: 100% for the first 24 months, 75% for the next 12 months, 50% for the following 12 months, and 25% for the final 12 months.
- Enhanced percentage if the building achieves BOMA BEST, LEED, or Living Building Challenge certification.

Eligibility
- The applicant must be an investor or business owner planning to establish or expand operations in Laval.
- The company must operate in the manufacturing sector or select other qualifying sectors.
- The project must involve the construction of a new non-residential building or a major expansion/renovation of an existing one.
- For manufacturing and similar sectors, the property value increase after work completion must be at least $3 million for new builds and $2 million for expansions or renovations.
- For environmental services, cultural exhibitions, or tourist centers, the property value increase must be at least $10 million for new builds and $5 million for expansions or renovations.

- Wait for a compliance notice from Laval confirming your project’s admissibility

Carry out eligible work
- Upon receiving the compliance notice, complete the eligible construction or renovation work within three years or by December 31, 2027, whichever comes first

- Tax credit percentages are enhanced if the building achieves BOMA BEST, LEED, or Living Building Challenge certifications.
- Once an applicant receives a conformity notice from the City of Laval, the authorized work must be completed within three years or by December 31, 2027, whichever comes first.
