Overview
The RCM de La Mitis FRR Component 4 (Support for revitalization and intermunicipal cooperation) offers up to $5,121,815 (agreement in place until 2025) to fund projects that sustainably improve residents’ quality of life and support municipal revitalization. Eligible activities are projects submitted under the Vitalization Framework (Cadre de vitalisation) in line with the program’s priorities, with applications currently not being accepted (update: September 26, 2024).
Activities funded
- Hire a local resource (vitalization agent) to strengthen mobilization and consultation in one or more municipalities.
- Implement a collective project aimed at affirming and strengthening the history and cultural identity of the territory.
- Establish an attraction strategy (families, workers, businesses, tourists) and/or a reception and integration process for newcomers.
- Develop or enhance recreational and tourism projects (year-round) and/or related to optimizing transportation modes for people and goods.
- Carry out a vitalization project focusing on economic, cultural, or social development, the pooling of proximity services, or activities promoting community life.
Eligibility
- The applicant must be a municipality, a grouping of municipalities (supported by an inter-municipal agreement), a legally constituted non-profit organization, a non-financial cooperative, or an educational network organization.
- The project must take place in the territory of La Mitis.
- The project must aim to revitalize the community and contribute to the sustainable improvement of the quality of life of the population.
- The project must minimally meet one of the strategic objectives of the "Ensuring the vitality of our living environments" axis of the revitalization framework.
- The project must be supported by the municipality or municipalities where it takes place.

- Cooperatives (excluding financial cooperatives)
- Non-profit organizations (NPOs)
- Education-sector organizations
- Municipalities and municipal organizations
Who is not eligible
- Private businesses in the financial sector.
- Financial cooperatives (e.g., credit unions).
- Organizations listed in Quebec’s Register of Enterprises Ineligible for Public Contracts (RENA).
- Applicants involved in a dispute (litigation) with the Government of Quebec.
- Applicants in default of obligations imposed by a law, regulation or agreement toward the Minister responsible for the program.

- Direct expenses, exclusively necessary for the implementation of the project.
- Salaries and social benefits of the resource (vitalization agent), when applicable.

How to apply
- Step 1: Verification of ongoing applications
- Confirm with the MRC of La Mitis whether new requests for the FRR - Component 4 are being accepted (a note indicates that the MRC is not accepting new requests "for the moment", updated on September 26, 2024).
- Step 2: Contact and obtain the form
- Contact the MRC of La Mitis to obtain the financial aid application form.

- Step 3: Prepare the file (form and required documents)
- Complete the financial aid application form.
- Gather and attach all information and documents required by the MRC.
- Obtain support from the municipality or municipalities where the project is taking place.
- Step 4: Submit the application to the MRC
- Send the duly completed form along with the required documents to the MRC.
- Step 5: Follow-up on processing and receipt of the decision
- Wait for the preliminary analysis and evaluation of the project according to the internal process (the processing time before obtaining a response may vary between 7 to 10 weeks).
- Receive the decision by email once the project is adopted (or not) by resolution of the MRC Council.
- Step 6: Funding agreement (protocol agreement)
- If the application is approved, sign a protocol agreement between the MRC and the proponent, which specifies the conditions for disbursement of financial aid and the obligations of the parties.
Additional information
- The MRC de La Mitis and the Government of Québec signed a funding agreement in 2021 to support the revitalization of Mitis municipalities; the agreement runs until 2025.
- The revitalization envelope totals $5,121,815 and is intended to finance projects that aim to sustainably improve residents’ quality of life.
- The program’s operating rules are set out in a “Cadre de vitalisation” adopted by resolution of the MRC council on February 10, 2021.
- New applications were not being accepted at the time of the latest update (September 26, 2024).
