  • Carry out a vitalization project focusing on economic, cultural, or social development, the pooling of proximity services, or activities promoting community life.

Who is eligible?

  • Private businesses (excluding the financial sector)
  • Cooperatives (excluding financial cooperatives)

Who is not eligible

  • Private businesses in the financial sector.
  • Financial cooperatives (e.g., credit unions).
  • Organizations listed in Quebec’s Register of Enterprises Ineligible for Public Contracts (RENA).
  • Applicants involved in a dispute (litigation) with the Government of Quebec.
  • Applicants in default of obligations imposed by a law, regulation or agreement toward the Minister responsible for the program.

Eligible expenses

  • Direct expenses, exclusively necessary for the implementation of the project.
  • Salaries and social benefits of the resource (vitalization agent), when applicable.

Ineligible Costs and Activities

  • Projects related to municipal administration (e.g., renovation of the town hall or maintenance of the municipal garage).
  • Projects associated with the establishment or expansion of health services (e.g., health cooperatives).
  • Projects consisting of studies, initiatives, action plans, or strategic planning conducted as part of the regular activities of an organization.
  • Projects related to a place of worship, except in the case of repurposing the building for a non-religious use.
  • Ineligible expenses: costs not directly related to the project, operating deficits/working capital or loan repayments, expenses already funded elsewhere or incurred before submission (or for a project already completed), loans/guarantees/equity investments, refundable portion of taxes.

Processing and Agreement

  • Preliminary analysis of the files by the MRC to verify the project's eligibility; applications deemed ineligible are rejected and the promoter is informed.
  • Evaluation of the projects by the management team (with the general management and the mayor or deputy mayor) according to the determining criteria, followed by the compilation of the results.
  • Review by the revitalization committee, which decides on the acceptability of the projects and their order of priority, and then submits a recommendation.
  • Final decision by the MRC Council via resolution.
  • Notification of the decision to the promoter by email; the processing time may vary between 7 and 10 weeks, and authorized projects are subject to a memorandum of understanding between the MRC and the promoter.
