Overview
The Programme d’habitation abordable Québec – Stream 4 offers a base subsidy of up to 80% of total project costs for non-profit, cooperative and public housing bodies, and up to 60% for other eligible entities, calculated per unit and adjusted by a municipal weighting factor and a 10%–60% subsidy rate depending on the length of commitment. It supports qualified developers in carrying out new construction or renovation projects to create affordable housing for low- and modest‑income households, including seniors, families, single people and students.
Activities funded
- New construction of residential buildings intended for low- or modest‑income households (seniors, families, single persons and students).
- Renovation of existing residential buildings acquired by the applicant to provide affordable housing for low- or modest‑income households.
- Real estate development projects carried out by qualified developers who own the building in perpetuity and target the client groups covered by Volet 4.
Eligibility
- The applicant must operate in the housing sector and be one of the following: a cooperative, a non-profit organization, a housing office, another legally constituted entity such as a person, trust, partnership or group registered in the Registre des entreprises du Québec, or a post‑secondary educational institution recognized by the Government of Québec.
- The applicant, its directors and real estate partners must have at least 10 years of experience in real estate development, construction and operation, and must have developed, built or operated at least three real estate projects with a minimum of six units each (experience may be combined among executives, directors and partners).
- The applicant must demonstrate sufficient financial capacity to carry out the proposed housing projects.
- The project must involve new construction or renovation in a building owned by the applicant, with perpetual ownership rights, and must target one or more of the following client groups: low‑ or modest‑income seniors (autonomous or with slight loss of autonomy), families, single persons or students.
- The project must be submitted to the Société d’habitation du Québec using the prescribed form and comply with the conditions and requirements set out in the PHAQ normative framework and the realization and operation agreement.

- Housing cooperatives active in residential development
- Non-profit organizations involved in housing projects
- Municipal housing offices
- Legally constituted and Quebec-registered entities (persons, trusts, partnerships, or groups) engaged in housing-related activities
- Post-secondary educational institutions recognized by the Government of Quebec
Who is not eligible
- Private companies that wish to carry out a project targeting people who are victims of domestic violence.
- Private companies that wish to carry out a project targeting clienteles requiring emergency housing.
Eligible geographic areas
- Organizations and entities legally constituted and registered in the Registre des entreprises du Québec, operating within the province of Quebec.

- Quality and robustness of the financial setup presented for the project.
- Level of project advancement at the time of application submission.
- Verification of the project's compliance with technical requirements and applicable standards.

How to apply

Consult program normative framework
- Review the PHAQ normative framework (cadre normatif) to understand all eligibility rules and obligations
- Pay particular attention to the list of required documents based on the stage of advancement of your project
- Consult complementary documents such as regional needs, maximum rents, weighting factors and maximum incomes as needed

Verify applicant and project eligibility
- Confirm that you or your organization exercise activities related to housing and belong to an admissible category (cooperative, non-profit, housing office, legally constituted entity, or recognized postsecondary institution)
- Verify that you, your directors and real estate partners have at least 10 years of experience in development, construction and operation of real estate projects and at least three projects of six units or more
- Ensure you have sufficient financial capacity to carry out the proposed projects
- Check that your new construction or renovation project meets ownership, target clientele and other specific conditions of the program

Prepare application documentation
- Prepare the information and documents required to request qualified developer status and financial assistance simultaneously
- Use the official presentation templates (entity, business model, project presentation) provided by the SHQ
- Gather financial, technical and real estate documentation requested according to the stage of advancement of your project

Submit qualification and funding request
- Complete the official application form for qualified developer status and financial assistance
- Ensure all sections are accurately filled and all required documents are attached
- Submit the application through the designated form submission channel indicated by the SHQ

Undergo project evaluation and decision
- Wait for the SHQ to validate the admissibility of your project within the timelines set in the normative framework
- Understand that all admissible projects are evaluated and prioritized based on criteria such as regional needs, financial structuring quality and project advancement
- Receive a letter from the SHQ indicating whether your project is admissible and selected, admissible but not selected, or not admissible

Provide details after selection
- If your project is selected, provide all additional information requested in the selection letter
- Specify and confirm the project-related amounts within 12 months following receipt of the selection letter
- Collaborate with the SHQ to finalize the financial parameters in accordance with subsidy limits and program rules

Sign realization and operation agreement
- Negotiate and sign the realization and operation agreement with the SHQ, which sets out rights and obligations under the PHAQ
- Ensure the duration of the agreement corresponds to the commitment period you have chosen
- Do not begin construction or renovation work before this agreement is signed and ratified

Comply with program requirements
- Respect all program requirements during project realization, including building and work compliance and technical standards
- Apply the required rent levels after project completion and comply with procurement, construction contract and implementation modes
- Implement equal access and sound property management practices, following the SHQ guide on requirements and good practices

Request PSLQ unit reservation
- If desired, submit a request to reserve units under the Programme de supplément au loyer Québec (PSLQ) for eligible low-income households
- Conclude or amend the realization and operation agreement with the SHQ to include the reserved PSLQ units before starting construction work
Additional information
- The qualified developer status is valid for three years, after which a new qualification request must be submitted to maintain or renew this status.
- The Société d’habitation du Québec may reduce the basic subsidy amount to respect public aid stacking rules and overall project financial viability.
- For private entities (persons, trusts, partnerships, or groups), the SHQ may lower the basic subsidy to ensure the internal rate of return does not exceed 10%.
- Information tools such as normative framework, regional needs, maximum rents, income thresholds, and model templates for entity and project presentation are available to support applicants.
