Overview

The Trois-Rivières “Redevelopment of the first neighborhoods” program (Stream 2) offers a grant of 25% to 75% of eligible costs, up to a maximum of $50,000, to help property owners renovate heritage buildings within applicable PIIA areas. Eligible activities include renovating foundations and walls (building envelope, roofing and waterproofing), restoring exterior architectural elements (e.g., doors, windows, cornices, galleries), reconstituting heritage features, and demolishing an accessory building.

  • Demolition of an accessory/complementary building in connection with a heritage building renovation project.

Eligibility

  • The applicant must be the owner of a heritage building located within a PIIA application area covered by the program and listed in the City of Trois-Rivières’ heritage database.
  • The project must involve heritage renovation work that enhances the building’s architectural features or restores its historical value, and must comply with the applicable PIIA regulation.
  • The applicant must submit a financial assistance application form to the City.
  • The applicant must obtain a renovation permit from the City of Trois-Rivières.
  • The eligible work must be carried out by a contractor holding the appropriate licence from the Régie du bâtiment du Québec (RBQ).

Who is not eligible

  • Buildings owned by the Government of Canada or the Government of Quebec, or by an agency reporting to either of them.
  • Buildings occupied (or intended to be occupied) exclusively by an establishment covered by Quebec’s Act respecting health services and social services.
  • Buildings receiving ongoing financial assistance from the Government of Canada or Quebec under a social housing program.
  • Buildings eligible for the Quebec Ministry of Culture and Communications’ “Support for the restoration of religious heritage” program.

Eligible expenses

  • Contractor-performed work (materials and labour included) to restore/renovate the building envelope with heritage features, including foundations and exterior walls, and work ensuring the building is weather-tight (excluding flat-roof waterproofing).
  • Exterior restoration/renovation required to preserve the building’s appearance (e.g., doors, windows, cornices, galleries/balconies, decorative elements, façade work such as repointing/repair).
  • Reconstruction/reconstitution of missing or damaged heritage elements needed to enhance the exterior appearance or restore original massing/volume.
  • Demolition of an accessory/complementary building when carried out as part of renovation work (including a specific subsidy for this demolition cost, up to the program’s limit).
  • Restoration/reconstruction of masonry enclosure walls and retaining walls (stone/brick) and ornamental fences (wood or wrought iron); restoration/refacing of concrete walls when topped with an ornamental iron fence and the ensemble has heritage value.
  • Eligible related costs (“frais connexes”) tied to the work, including applicable taxes, architecture and engineering professional fees, expert fees, construction permit cost, utility connection/service installation fees, program fees, and tenant compensation (subject to the program’s cap on related costs).

Eligible geographic areas

  • City of Trois-Rivières (Québec) — properties located within the program’s PIIA application areas (including the village core of Pointe-du-Lac, Rue Notre-Dame Est, downtown, Rue Hertel, and Parc-des-Anglais).
  • City of Trois-Rivières (Québec) — buildings of superior or exceptional heritage value across the city (as per the program summary document).

Selection criteria

  • Applications processed according to the date of registration (“first come, first served”), until funds are exhausted and when the file is complete.
  • Review of the project’s bids / documents by the City (inspector responsible for the file).
  • Compliance of the project with planning by-laws, the master plan and the program requirements.
  • Project approval by the Planning Advisory Committee (CCU), followed by a decision (approval) by the municipal council.

Join the waiting list

  • Register on the waiting list
  • Obtain the registration form on the City of Trois-Rivières website

Pay the opening fee

  • Pay the $100 file-opening fee
  • Submit payment by cheque to the City of Trois-Rivières, cash, or debit card (as applicable)

Submit the application

Host the City inspection

  • Allow a municipal inspector to visit the building
  • Provide a brief description of the planned work and a sketch if needed

Provide an RBQ quote

  • Submit a contractor quote from an RBQ-licensed contractor
  • Provide the quote within 30 days of the approval of your request

Obtain City approvals

  • Wait for the review and recommendation by the planning advisory committee (CCU)
  • Obtain the municipal council’s approval

Sign and obtain permits

  • Sign the official commitment for the file with the program coordinator
  • Ensure the required permits are issued (construction permit; administrative fees: $400)

Complete the renovation work

  • Start work only after the grant is approved
  • Begin within 3 months of approval and complete within 12 months (unless an extension is granted)

Submit completion documents

  • Provide proof that the work was completed by an RBQ-licensed contractor and that materials were supplied by the contractor
  • Submit the required documents at the end of the work to receive payment

Receive the grant payment

  • Receive the grant payment at the end of the work

Additional information

  • Program registrations are temporarily paused.
  • Funding is available on a first-come, first-served basis and only until the allocated budget is exhausted.
  • Eligible work must not begin before the grant is approved.
  • Once approved, work must start within 3 months and be completed within 12 months (an extension may be granted).
