Eligibility
Who is not eligible
- Buildings owned by the Government of Canada or the Government of Quebec, or by an agency reporting to either of them.
- Buildings occupied (or intended to be occupied) exclusively by an establishment covered by Quebec’s Act respecting health services and social services.
- Buildings receiving ongoing financial assistance from the Government of Canada or Quebec under a social housing program.
- Buildings eligible for the Quebec Ministry of Culture and Communications’ “Support for the restoration of religious heritage” program.
Eligible expenses
- Contractor-performed work (materials and labour included) to restore/renovate the building envelope with heritage features, including foundations and exterior walls, and work ensuring the building is weather-tight (excluding flat-roof waterproofing).
- Exterior restoration/renovation required to preserve the building’s appearance (e.g., doors, windows, cornices, galleries/balconies, decorative elements, façade work such as repointing/repair).
- Reconstruction/reconstitution of missing or damaged heritage elements needed to enhance the exterior appearance or restore original massing/volume.
- Demolition of an accessory/complementary building when carried out as part of renovation work (including a specific subsidy for this demolition cost, up to the program’s limit).
- Restoration/reconstruction of masonry enclosure walls and retaining walls (stone/brick) and ornamental fences (wood or wrought iron); restoration/refacing of concrete walls when topped with an ornamental iron fence and the ensemble has heritage value.
- Eligible related costs (“frais connexes”) tied to the work, including applicable taxes, architecture and engineering professional fees, expert fees, construction permit cost, utility connection/service installation fees, program fees, and tenant compensation (subject to the program’s cap on related costs).
Ineligible Costs and Activities
- Related expenses (e.g. professional fees, appraisal fees, cost of the permit, etc.) exceeding 10% of the actual cost of eligible work.
- Work carried out before the approval of the grant (this work is not eligible for program funding).
- Waterproofing work on flat roofs (explicitly excluded from eligible work related to the building envelope).
- Renovation work carried out without a contractor holding an appropriate licence from the Régie du bâtiment du Québec (RBQ) or for which the materials are not supplied by that contractor.

Selection criteria
- Applications processed according to the date of registration (“first come, first served”), until funds are exhausted and when the file is complete.
- Review of the project’s bids / documents by the City (inspector responsible for the file).
- Compliance of the project with planning by-laws, the master plan and the program requirements.
- Project approval by the Planning Advisory Committee (CCU), followed by a decision (approval) by the municipal council.
How to apply
- Step 1: Join the waitlist (registration)
- Register on the program’s waiting list (registration form available on the City of Trois-Rivières website).
- Pay the $100 file-opening fee to be placed on the waiting list.
- Step 2: Open your file (fees and initial review)
- Pay the $100 fee using a cheque payable to “Ville de Trois-Rivières”, cash, or debit card.
- Submit your request to the City (by mail or in person) to open your file.
- Step 3: City inspection (site visit)
- Allow a municipal inspector to visit the building.
- Step 4: Prepare the work documentation (scope and sketch)
- Provide a work specification/description of the renovations to be carried out.
- Provide a sketch if needed.
- Step 5: Obtain a licensed contractor quote (RBQ)
- Submit a quote prepared by a contractor who holds the appropriate Régie du bâtiment du Québec (RBQ) licence.
- Step 6: Municipal analysis (review of quote/documents)
- Have the submitted quote(s) reviewed by the inspector in charge of your file.
- Step 7: Municipal approvals (CCU and City Council)
- Wait for the project review by the Advisory Committee on Urban Planning (CCU).
- Wait for the decision/approval from City Council.
- Step 8: Sign the agreement and obtain permits (administrative fees)
- Sign the official file/agreement with the program coordinator (required before starting the work).
- Obtain the renovation/construction permit from the City.
- Pay the administrative fees of $400 for the accepted file (as indicated in the program brochure).
- Step 9: Complete the work (timeline)
- Complete the work within 12 months (as indicated in the program brochure).

Processing and Agreement
- Applications are logged and processed in order of registration date, on a first-come, first-served basis, until the program budget is exhausted.
- The City reviews the file for compliance with the program rules and applicable municipal planning regulations (including PIIA requirements) and determines which parts of the project are eligible.
- The applicant must provide a contractor quote within 30 days after the application is approved so the City can validate the eligible work and costs.
- The project is analyzed by the City and submitted for review by the urban planning advisory committee (CCU), followed by a decision by the municipal council.
- If approved, an engagement/agreement must be signed and required permits issued before work begins; the grant is paid in full once the work is completed.
